PLANNING BOARD MINUTES <br /> MEETING OF MARCH 23, 1992 <br /> The meeting of the Lexington Planning Board held in Room G-15, Town Office <br /> Building, was called to order at 7 07 p m by the Chairman, Mr Williams, with <br /> members, Davison, Grant, Wood, Planning Director Bowyer, Assistant Planner <br /> Marino and Secretary Tap present. Mr Domnitz arrived during Item 52 <br /> ************************ PLANNING DIRECTOR'S REPORT ************************** <br /> 49. Planning Director Mr Bowyer reported that he had been contacted by a <br /> developer and that a subdivision proposal for 160-170 Wood Street will be <br /> filed in the near future <br /> ******************** ARTICLES FOR 1992 TOWN MEETING ************************* <br /> 50 Article 22 . Dimensional Controls. Institutional Uses Several members <br /> reported that they had received calls from people expressing concern over this <br /> article The Selectmen are concerned because Cary Library has plans to <br /> expand and it faces a residential zone on the Clarke Street side The Board <br /> determined that since the expansion would not be in this direction that the <br /> amended By-Law would not apply Mr. Domnitz thought that the existing parking <br /> requirements would be more of a problem for the Library. <br /> 51 Article 23, Adjustments, Signs It was agreed that there is a need for <br /> another meeting of those concerned with this proposed amendment, in particular <br /> those who attended the February public hearing. The design guidelines <br /> requested by affected groups should be written by April 29, after which the <br /> article will be considered by Town Meeting. Mrs Davison felt that the Dixon <br /> Associates document could be edited to serve this purpose, and the sign <br /> application itself, which is very small, could be revised to be more helpful <br /> to the applicant and the SPGA <br /> ********************* INTERDEPARTMENTAL COORDINATION ************************ <br /> 52 Town Engineer Frank Fields described the services that the Engi- <br /> neering Department provides to citizens and to the Planning Board, particular- <br /> ly subdivisions He said that Engineering provided about $75,000 worth of <br /> services on subdivisions in the 1990 Fiscal Year and about $20,000 in the 1991 <br /> Fiscal Year Due to reductions in staff this service may not be delivered as <br /> quickly as in the past but it will continue to be made available. Mr. <br /> Williams asked about fees charged for their services. Mr. Fields explained <br /> that Engineering does not charge fees directly. Mr. Williams thought that <br /> with their records, that prove costs of services, they could justify fees <br /> Mr. Bowyer reported that the Planning Board, as an elected body, can set its <br /> own fees He recommended it consider higher fees to cover the cost of inspec- <br /> tion services that Engineering provides. The Board will support the Engineer- <br /> ing <br /> Department at Town Meeting. <br /> SZI <br />
