PLANNING BOARD MINUTES <br /> MEETING OF APRIL 10, 1989 <br /> The meeting of the Lexington Planning Board held in Room G-15, Town Office <br /> Building was called to order at 7: 06 p.m. by the Chairman, Mrs. Uhrig, with <br /> members Klauminzer, Williams, Wood, Planning Director Bowyer and Assistant <br /> Planner Bowyer present. Mr. Sorensen arrived during Item 110, and Mrs. Wood <br /> left before the meeting ended. <br /> ********************* ** <br /> ARTICLES FOR 1989 TOWN MEETING ********************* <br /> 110. Preparation for Town Meeting Presentation: The Board listened to Mrs. <br /> Wood's Board presentation of Article 43, Institutional Uses, making sugges- <br /> tions. They also discussed what position the Board will take on the Forest <br /> Street Neighborhood Group amendment to set a maximum FAR of .25 for institu- <br /> tional uses in residential districts. The Board agreed it will say it did not <br /> have enough data to support this change, but will leave it to Town Meeting to <br /> decide. <br /> Mrs. Wood left the meeting at this point. <br /> Under Article 41, Technical Corrections, Mr. Sorensen suggested that if any <br /> part of the amendments met with much opposition, he can move to divide the <br /> motion and some Board member can move to table that part. <br /> Under Article 46, dealing with limitations on how much affordable housing can <br /> be located in any part of Town, Mrs. Klauminzer discussed a revised motion for <br /> the article that is being proposed, which would move to send the amendment <br /> back to the Planning Board for further study, and require that a Planning <br /> Board report be submitted to the 1990 Town Meeting. She suggested that the <br /> Planning Board request that Town Meeting not refer it back to the Board <br /> because: 1) it is a guideline and does not belong in the Zoning By-Law, and <br /> 2) there is a question of the constitutionality of the amendment; and that <br /> these two reasons are not going change with further study. <br /> Under Article 51, Mrs. Uhrig reported she will condense the first paragraph of <br /> the Planning Board report that explains what a surety deposit is and why towns <br /> require them, when presenting the article. She will also discuss other steps <br /> the Town has to ensure the prompt completion of road construction. <br /> Under Article 58, dealing with the abandonment of Old Allen Street, Mrs. Uhrig <br /> reported that Town Counsel has said the Board does not have to make a report <br /> on this article; however, the Selectmen have asked the Board to state their <br /> support of the article at Town Meeting when the article is considered. On the <br /> motion of Mr. Williams, seconded by Mrs. Klauminzer, it was voted 4-0 to A <br /> support the abandonment of Old Allen Street. <br /> —J <br />
