PLANNING BOARD MINUTES <br /> 1 MEETING OF MARCH 27, 1989 <br /> The meeting of the Lexington Planning Board held in Room G-15, Town Office <br /> Building, was called to order at 7: 06 p.m. by the Chairman, Mrs. Uhrig, with <br /> members Klauminzer, Williams, Wood, Planning Director Bowyer, Assistant <br /> Planner Nordby and Secretary Peters present. Mr. Sorensen arrived just after <br /> Item 100 began. <br /> ****************************** REPORTS **************************:eke********* <br /> 99. Planning Director <br /> a. Farm Road Extension, Sketch Plan: The Board reviewed, prior to staff <br /> review, a sketch plan for a subdivision off the end of Farm Road resulting in <br /> a dead-end street longer than 800 feet. As the Zoning By-Law limits the <br /> length of a dead-end street to 650 feet, the Board agreed this plan is in <br /> violation of the Zoning By-Law. On the motion of Mrs. Wood, seconded by Mrs. <br /> Klauminzer, it was voted was 4-0 to return the plan as it does not conform to <br /> the Zoning By-Law. <br /> b. Status Report on Marrett Road and Hartwell Ave. CDs: Mr. Bowyer reported <br /> that a reply to the Planning Board's letter of 3/14/89, was received today <br /> from the Flatley Company. He characterized the letter as not responding to <br /> the points of the Board's letter. He proposed, and the Board agreed, that a <br /> "cut and paste" comparison of the two letters be prepared to show what the <br /> Board had asked for, and what Flatley's response was to each request. <br /> Mr. Bowyer also reported the negotiations with Mr. Colangelo about the <br /> Hartwell Ave. CD had narrowed down to two points: 1) the Board's position <br /> that the FAR should be reduced, and 2) the amount of the contribution Mr. <br /> Colangelo will make for traffic improvement proposals. <br /> ******************* ARTICLES FOR THE 1989 TOWN MEETING ********************** <br /> 100. Article 43 - Institutional Uses: The Board discussed a draft report <br /> dated March 16, 1989, making corrections. Mr. Bowyer reported that he had <br /> discussed with BuildingCommissioner Frederickson the <br /> points raised by Housing <br /> Authority Chairman William Spencer about the zoning treatment of a residence, <br /> such as a half way house, which is allowed in a residence district because it <br /> qualifies as an "educational" use. Mr. Frederickson said he would use the <br /> parking standards for a residential use rather than the standards for educa- <br /> tional parking because they correspond better to the actual use. Mr. Frede- <br /> rickson also noted that the number of occupants would be important as to <br /> whether an educational use would be permitted as a matter of right or not. <br /> The Building Commissioner also noted that educational or non-profit uses are <br /> permitted in all districts in town, and that in at least two recent court <br /> cases it was determined that towns may not have dimensional or other types of <br /> 1 <br />
