Lexington Tree Commi?ee
Minutes of the Special Mee?ng
12.7.23
On Zoom

1. Mee?ng called to order at 7:35 AM. Present: Gavin Grant, Barbara Tarrh, Pat Moyer (co-
chair and minutes), Gerry Paul, Jim Wood, Nancy Sofen, members; Sarah Forrester and
Alicia Morris, Charlie Wyman, Charles Hornig, guests, Regrets: Mark Connor.
2. Since we last met, the bylaw subgroup met with Town Council, and made a number of
changes to the subgroup’s proposals.
3. Nancy presented those proposals:
a. Extend parts of the current tree bylaw to all proper?es and owners in town. If in 36
mos “major” (3 trees>6 inches, or 30 inches total of tree) removed, then setback
removals must be mi?gated; permit required for all 6” or greater tree removal in
setback, and replacement is inch for an inch. (4x if tree greater than 24 inches—all as
it is now).
b. Mandate tree plan?ng (not mi?ga?on payment) if trees removed in front setback,
using large shade tree list created and updated by the Tree Commi?ee.
c. Declaring a tree to be a hazard (and therefore exempt) requires owner to enlist
wri?en opinion of ISA registered arborist, before any removal can take place.
4. All ar?cles generated discussion on their feasibility, workload, and likelihood of passing,
especially (a.)
5. We voted unanimously in favor of submi?ng the ar?cles. Mo?ons within ar?cles can
and likely will be changed up to the ?me of Town Mee?ng, and the commi?ee will
con?nue to engage in discussion on these.
6. We adjourned at 8:40 AM.
