October 17, 2023 Lincoln Park Sub -Committee Meeting at Lincoln Park <br />Started at 5:15pm <br />In attendance: <br />Brian Kelley <br />Joanne Shorter <br />Bob Pressman <br />Paul Earsy <br />1. Introduce new Sub -Committee member Paul Earsy <br />2. Discussion of Lincoln Park Master Plan update <br />3. Survey of the paths, boardwalk, trees/plantings and new memorials <br />Observed continued erosion of stone dust, in particular in the Granite Forest area, <br />"mound" trails needing a refresh to protect tree roots, interim solution may be to add <br />fresh wood chips/mulch. Discussion of the challenge of having new trees/plantings <br />survive in the suboptimal environment of a former landfill. <br />Discussion of maintenance expenditures exceeding income and efforts to reduce <br />spending to preserve trust. <br />Discussion on the current condition of the boardwalk which requires regular <br />patching, future replacement of decking is not currently included in the 5 year plan <br />and formalization of Hayden relationship/easement. Sub -Committee to work with <br />recreation committee to get boardwalk included in five year plan. The replacement <br />of the composite boardwalk has been discussed by the Sub -Committee for several <br />years including with former liaison Lisa O'Brien and is a top priority of the <br />subcommittee. We would appreciate guidance from the Rec Dept on how to make a <br />formal request to start the planning/budget process. Perhaps a meeting with <br />Activitas or another consultant would be in order to consider options. It is noted that <br />similar boardwalk work has been undertaken elsewhere in Town but perhaps that <br />was more related to the Conservation Commission than the Rec Dept. <br />4. Discuss and vote on replacement of fitness stations <br />Determined that this is in scope of passive use and that the Lincoln Park <br />Sub -Committee would like to support this with $40k (25% of the 160k fitness station <br />proposal) while preserving the trust funds continued future passive area <br />maintenance. The committee would like to discuss this project and its funding in <br />more detail with the Rec Dept or Committee as details of the project are presented in <br />the future. <br />
