Town of Lexington
Trustees of Public Trusts
Minutes of Meeting
A meeting of the Trustees was held at 7:30 p.m. on October 21,
1992 at the town offices in Lexington, Massachusetts. Present were
Trustees Alan S. Fields, Thomas G. Taylor and David G. Williams,
Sheryl Mason, Renee Cochin and Donna Hooper, Co- Chairs of the
Lexington Human Services Committee, Steve Baran, Human Services
Coordinator, and Betty Flynn.
The minutes of the May 20, 1992 meeting were approved.
Steve Baran presented the FY 1992 and first quarter FY 1993
report of the Human Services Emergency Fund. Renee Cochin described
briefly the history of the fund and the types of problems to which
the Fund has responded, which tend to be people who are not at the
proverty level but are nevertheless hurting financially. There was
a discussion of ways that the Fund might be augmented by a fund-
raising effort in the community. Ms. Cochin felt that the Human
Services Committee had a clear charter from the Selectmen which did
not include outside fund raising, and furthermore, the Committee had
so many duties that there was really no time for that.
There are six specific funds whose purposes make them
appropriate donors to the Human Services Fund. The six funds have a
total principal balance of about $30,000 with an annual income of
$1,500. There is currently excess income of $11,000. The Trustees
have been putting approximately $5,000 per year into the Human
Services Fund over the last two years, and it is clear that we
cannot continue doing so at the same rate for very long.
It was decided to transfer $3,500 to the Human Services
Emergency Fund for fiscal 1993. This transfer will be made from the
following funds: Beals Charitable, $700; Bridge Charitable, $2,500;
Harriet Gilmore, $300. In addition $700 will be transferred from
the Harrington Memorial Fund to the Human Services Emergency Fund
for the specific purpose of providing scholarships to Camp Waban for
handicapped children.
