RECEIVED <br /> 2323 31 J III, 4,12 <br /> DRAFTproposed by Pam & Fred TOWN CLERK <br /> LEXINGTON MA <br /> To: Select Board <br /> From: Lexington Center Committee and The Parking Management Group <br /> Date: May 25, 2023 <br /> Re: Senior Parking <br /> In response to Senior Services' request to make the Free Senior Parking Pass Pilot <br /> Program permanent the Lexington Center Committee voted X to Y to recommend <br /> that the Select Board modify the Program as follows: <br /> (((-THESE ARE DISCUSSION POINTS ONLY-))) <br /> • Close the loopholes which currently result in 1. passes issued to non-seniors <br /> who are insured on a senior's auto insurance; and 2. multiple passes issued <br /> to seniors who own multiple vehicles. We recommend that passes be <br /> limited to one pass per senior driver. Senior services issues passes for each <br /> car owned by a senior. One senior received three passes because that <br /> because that senior owns three cars. <br /> • Limit the use of passes to the Depot Lot - given that parking time limits are <br /> unenforceable, this would eliminate the disruption on parking turnover (the <br /> key element of the parking management plan) caused by cars parked longer <br /> than the metered time. We note that although the Senior Parking Program <br /> includes penalties for identity and time violations, as a practical matter the <br /> senior pass renders these regulations meaningless as they are <br /> unenforceable. <br /> • Closing the above loopholes would better coordinate the program with the <br /> penalties voluntarily developed by Senior Services and the purpose of the <br /> Parking Management Plan which was to encourage turnover in the metered <br /> areas in order to always have 10 to 15% of the spaces available. This is <br /> especially important as we exit the pandemic and the Streetscape Plan is <br /> complete. <br /> • Institute a fee per parking pass and link that fee to whatever is charged for <br /> an annual Lexpress pass. The Transportation Advisory Committee has <br /> proposed a fee of $20 for an annual Lexpress pass beginning July 1, 2023, to <br /> the Select Board.
