<br /> <br />submitted. The modified amendment will be discussed at the Planning Board meeting on April <br />10, 2023. <br />The HPB discussed the original and modified amendments. As neither the Planning Board nor <br />the SPRD committee has voted on the modified amendment, the HPB did not take a position on <br />the modified amendment though the sense of the discussion was that the HPB also opposed <br />both the original and modified amendment. <br />3. Article #34 – Multi-Family Zoning Housing for MBTA Communities Amendment response, vote, <br />and statement if needed <br />Mr. Hornig and Ms. Thompson provided an overview of the two proposed amendments to <br />Article 34. Todd Burger filed an amendment requiring a special permit review rather than a site <br />plan review for development in Lexington Center. Dawn McKenna filed an amendment that <br />deletes five districts from Article 34 and requires special permits for two districts. <br />The amendment from Mr. Burger makes development in Lexington Center substantially more <br />difficult for developers because of the uncertain nature of the special permit review process. <br />Ms. McKenna’s amendment moves new development and, thus, new inclusionary units, to the <br />outskirts of Lexington, away from most public transportation. Mr. Hornig also noted that most <br />of the capacity for the remaining five districts is on Hartwell Avenue. He added that one <br />landowner said that with the current and proposed zoning for Hartwell Avenue, it would be <br />much more profitable to develop commercial buildings than residential housing. Given that, it’s <br />likely that very little housing – inclusionary or otherwise – would be developed if the <br />amendment from Ms. McKenna was adopted. <br />Mr. Hornig moved that the HPB recommend to the Select Board and Town Meeting that both <br />amendments be rejected. Ms. Thompson seconded the motion. The motion passed <br />unanimously. <br />In favor: Harriet Cohen, Jeri Foutter, Charles Hornig, Paul Linton, Wendy Manz, Bob <br />Pressman, Melanie Thompson, Betsey Weiss <br />Against: none <br />Abstaining: none <br />4. Next Meeting Date <br />The next meeting date is April 25 at 7:00 pm. The state has allowed meetings to continue <br />virtually. The April 25 meeting will be held on Zoom. <br />5. Adjournment <br />Ms. Weiss moved adjournment. Ms. Cohen seconded the motion.
