HomeMy WebLinkAbout1978-09-14-HC-min.pdf THE LEXINGTON HISTORICAL COMMISSION LEXINGTON, MASSACHUSETTS 02173 MEETING September 14 , 1978 , 7: 30 p.m. , Town Office Building, Room 111 Present: Sara Chase , Chair; Norma Bogen, Anne Grady. MINUTES The minutes of the meeting of July 10, 1978 were read and accepted . BAY STATE HISTORICAL LEAGUE It was voted to renew membership in the Bay State Historical League . STATUS OF HANCOCK SCHOOL Work on the Hancock School has been continuing. The drawing for units will take place tomorrow, the 15th, and the developer has set November as the occupancy date . Chase and Orcutt have compiled a list of firms able to clean the exterior of the building and have given it to the Selectmen (Mary Miley) . To date , the Selectmen have vetoed additional funds for exterior cleaning. (Note : Contract calls for cleaning the trim and the developer will be held to this . ) Chase pointed out that in fact only a minimal amount had been allocated by the developer for the cleaning of the trim. She also noted that were no specifications available for the • building. It was voted that the Commission send a letter to the Selectmen making recommendations for future adaptive reuse projects , based on an evaluationof the Hancock School experience . CAPITAL EXPENDITURES ANTICIPATED OVER THE NEXT FIVE YEARS The Town Manager has requested a capital expenditures budget from LHC . It is unclear when this information is required . The Commission has already submitted a budget for F1979 . It is likely that LHC will concentrate on inventory this year-- with publication taking place after that , and therefore major capital expenditures will take place after 1979 . LHC will discuss this further. MEETING WITH SELECTMEN Chase and Grady met with the Selectmen on Sept. 11 to present a statement on "Major Policy Issues Facing Preservation Today" requested by the Heritage Conservation and Recreation Service , Department of Interior, as input for the development of policy for the National historical preservation program. LHC ' s state- ment will be forwarded to Washington and also willbe sent to various town departments . -2- NATIONAL 2-NATIONAL TRUST WORKSHOP Anne Grady is planning to attend the National Trust Workshop in October ( 32nd Annual Meeting, Chicago , Oct . 11-15 . ) TAX REFORM ACT Grady will prepare some informational material , for inclusion in the Minute Man, on the relevance of the Tax Reform Act to owners of income producing property that is on the National Register or is in en Historic District. MONUMENT MARKER Grady reported that the black paint on the Revolutionary War Memorial on the Battle Green had been removed by the DPW with sandpaper: RESIGNATION Betty Reinhardt has submitted a letter of resignation to the Chair. Members of the Commission discussed some possible re- placements . Bebe Fallick will be invited to attend the next meeting of the Commission. MEETING WITH MHC STAFF The Commission will meet with members of the MHC Survey and Planning staff on Wednesday, October 4, 1: 00 p .m. to look at the Joseph Bridge House and other Lexington properties . MAPC STUDY MAPC is undertaking a survey of public buildings of historical , architectural , and cultural significance located in city and town centers . MAPC survey staff will be invited to participate in the meeting with MHC on October 4 . HOUSING COMMITTEE Bogen reported that she has been appointed to the Planning Board ' s Housing Committee and to the Needs and Programs Subcommittee . The meeting was adjourned at 9: 00 p.m. • NORMA BOGEN
