HomeMy WebLinkAbout1978-03-01-HC-min.pdf TLS LEXINGTON HISTORICAL COViMISSION LEXINGTON , MASS . 02173 MEETING Room G15 March 1, 1978 Lexington Town Office Building 7. 30 p.m. Voting Members Presents Anne Grady, Chair; Elizabeth Reinhardt, Sara Chase , Norma Bogen Guest: Kirk Noyes (present during first portion of meeting. ) HANCOQK Kirk Noyes , of Sidney and Noyes Associates , de- SCHOOL velopers of the Hancock School building, presented PLANS the latest set of plans of the School for the review of the Commission. A number of changes have been made since the selection of the firm by the Selectmen. Members of the Commission asked various questions , and no particular problems surfaced. Interior details have not yet been prepared, and the Commission ex- pressed interest in viewing these when they are avail- able . Richard Morehouse , who was not present , will be given an opportunity to review the site and floor plans and make comments . Since the parking areas are not inconformance with the zoning regulations which require a setback of at least 40 ' , the developer has applied to the Board of Appeals for a variance . The developer requested the support of the Commission. Anne Grady will send a letter to the Board in support . MINUTES The minutes of the last meeting were read and approved. EDUCATIONAL Betty Reinhardt requested that the Commission have PROGRAM duplicates of some of her personal slides made so that they might be used in the architectural units of the Lexington schools by school personnel, in cooperation with the Commission, as part of their educational program. The request was approved. NEdSPAPER Anne Grady reported that she had spoken to Ann ARTICLE Scigliano of the Lexington Minuteman and had suggested an article in the paper that described the functions 2. and activities of the Historical Commission, the Historic Districts Commission, and the Historical Society. Ms . Scigliano indicated that they would be willing to devote a page to this and would be willing to put it together. NOMINATIONS Richard Morehouse has indicated his intention to resign from the Commission since he has been appointed an associate member of the Historic Districts Commission. A new member of LHC will be required. Betty Reinhardt nominated Bill Cassell , and Sara Chase nominated Don Olson. Anne Grady thought an architect should be selected, as did Norma Bogen. Additional nominations will be sought . HOUSING FOR The Lexington Housing Authority has submitted an THE ELDERLY application for a Chapter 667 project (no specific site) to the Mass . Department of Community Affairs and has requested a letter of support from the Com- mission. It was agreed that a letter of general support for additional units of elderly housing would be sent but not expressly supporting new construction. COMMUNITY After a review of the CDBG grant application re- DEVELOPMENT requirements , it was agreed that it would not make BLOCK GRANT sense for Lexington to apply unless it had a strong APPLICATION and well thought out program. Norma Bogen suggested that after town meeting the Commission meet with the Town Manager to talk about this and request that the Planning Board do some preliminary work to . determine if there was a need for rehabilitation ef_ structures in order to provide housing for low and moderate income households . Historic preservation efforts could be ]..inked to rehabilitation. Criteria for the selection of Block Grant applications are heavily oriented to low and moderate income housing and neighborhood preservation, and if the town is to make an application for the next round of funds it will have to develop a suitable program. The meeting was adjourned at 9.15 p.m. Norma Bogen ��y
