Minutes of the <br /> v,sM Lexington Capital Expenditures Committee (CEC) Meeting <br /> xx <br /> July 28, 2022 <br /> APRIL 19" <br /> Location and Time: Remote Meeting; 8:00 A.M. <br /> Members Present (remote participation): Charles Lamb, Chair; David Kanter, Vice-Chair <br /> & Clerk; Sandy Beebee; Mike Boudett; Rod Cole; & Lisah Rhodes <br /> Members Absent: None <br /> Others Present (remote participation): None <br /> Documents Presented: <br /> • Notice of Public Meeting/Agenda CEC Meeting, July 28, 2022 <br /> • Lexington CEC Officers; Subject Areas & Liaison Assignments, 24 February 2022 <br /> (Attachment to Mr. Kanter's e-mail, July 26, 2022, 11 :05 a.m.) <br /> • Lexington CEC Officers; Subject Areas & Liaison Assignments, 28 July 2022 <br /> Call to Order <br /> Mr. Lamb called this Remote (Virtual) Meeting, which had been posted as such, to order at <br /> 8:06 A.M. As only the Committee members were present and had been previously advised of <br /> the special conditions of this meeting, he passed on repeating them (i.e., the authority to not <br /> require a physical presence of a quorum and other selected terms under the Open Meeting <br /> Law had, by legislation Governor Charles D. Baker signed on July 16, 2022, their expiration <br /> extended to March 31, 2023.) <br /> Mr. Lamb advised that materials provided electronically to the Committee or presented at the <br /> meeting, would be available upon request and are those listed in the Minutes as Documents <br /> Presented. Any votes during this meeting would be taken by a roll call. Further, this meeting <br /> would be recorded to assist in preparing Minutes, and the recording would be deleted once <br /> the Minutes are approved. By individual conversations to them, Mr. Lamb accomplished a <br /> roll-call attendance and determined that all six members are present. <br /> Public Comment on Matters Outside the Items on the Agenda <br /> As Mr. Lamb confirmed there was no one beyond the Committee members joined, there were <br /> no public comments. <br /> Any CEC Participation in the Lexington School Building Committee (SBC) <br /> Mr. Lamb described the primary information of that Town's new committee which is a <br /> mandatory action in the current Lexington High School Project and is in conjunction with a <br /> request for financial support by the Massachusetts School Building Authority (MSBA). The <br /> Select Board has welcomed participation by the Town's Finance Committees with one or <br /> more liaisons. <br /> Mr. Lamb endorsed the CEC designating a liaison to the SBC because it will play role a key <br /> role in that Project from design through funding and construction. Keeping in regular touch <br /> with the SBC goes beyond this Committee's parallel participation in the School Committee. <br /> Mr. Lamb volunteered to be the liaison. <br /> After a thorough discussion, this Committee supported having Mr. Lamb as the liaison to the <br /> SBC. A Motion was made and seconded that Mr. Lamb be this Committee's liaison to the <br /> SBC. Roll-Call Vote: 6-0 <br /> Page 1 of 3 <br />
