Capital Expenditures Committee (CEC) Meeting, 3/4/09, 8:30 am, Town Office Building, <br />Room 111 <br />Members Present: David Kanter, Shirley Stolz, Charles Lamb (Chair), Ted Edson <br />Others: Marilyn Fenollosa (Community Preservation Committee [CPC]), Pat Goddard <br />(Director of Public Facilities), Betsey Weiss (CPC) <br />Stone Buildin <br />Permanent Building Committee (PBC) meeting on 20 January 2009 with Susan Bennett <br />(Lexington Historical Society), CPC, Ann Grady (professional historical architectural <br />consultant); DK attended. Decided on the need for an Historic Structures Report (HSR) to <br />decide what is there and what needs to be included in the plan. They estimated $35K- <br />$65K for the HSR. They concluded they would ask for $180K instead of $271K. They'd <br />get an HSR, but slow down on the schematic and Design Development phases of the <br />D&E. <br />Library Trustees had previously recommended the scheme with the ell. CPC then voted <br />on 1/22 to support $180K even though they didn't need that much for architectural work. <br />Susan would help craft the RFP, building on their success with contracting for the <br />preservation and renovation of the Hancock-Clarke House. The Lexington Historical <br />Commission (LHC) met and recommended that in year one we do some building <br />envelope and stabilization work. Specifically, they'd remove the siding and fnd the <br />original clapboards. <br />This was reviewed at the next PBC meeting. CEC noted that it was not advised of the <br />Stone Building being on the agenda for that meeting and, therefore, no member attended. <br />PBC voted to change the scope along with what the LHC is recommending. Specifcally <br />to do exploratory work on the interior and stabilization of the exterior. Carl Valente <br />questioned going out to bid multiple times for multiple purposes. <br />DK: Concerned with $130K being open-ended. Doesn't like the term "stabilization" <br />since that was supposed to have been done as part of the insurance settlement. Doesn't <br />see any work being required in the very next year (or so)-either to stabilize the building <br />or to begin doing preservation work-that can't be deferred so as to be accomplished in <br />accordance with the formal D&E specs that follow the HSR and, thus, as part of the full <br />construction effort. <br />HKT reports that the building is indeed stable. <br />S S : Repair of clapboards could be large amounts of money. <br />It comes down to the $180K is for, first, the HSR and then some limited, unspecified, <br />building-envelope repair/restoration.
