RECEIVED03/30/2022 AC Minutes <br />022 27 Apir, IZ52 pium <br />TOWN CLERK Minutes <br />LEXINGTON MA Town of Lexington Appropriation Committee (AC) <br />March 30, 2022 <br />Place and Time: Remote Participation: in accordance with Section 20 of Chapter 20 of the Acts of <br />2021 "An Act Relative to Extending Certain COVID-19 Measures Adopted During the State of <br />Emergency", communication took place via a Zoom teleconferencing session that was open to the <br />public; 7:00 p.m. <br />Members Present: Glenn Parker, Chair; Sanjay Padaki, Vice -Chair; Alan Levine, Secretary; <br />Anil Ahuja; John Bartenstein; Eric Michelson; Meg Muckenhoupt; Lily Manhua Yan; <br />Carolyn Kosnoff, Assistant Town Manager, Finance (non-voting, ex officio) <br />Member(s) Absent: None <br />Other Attendees: None <br />Mr. Parker called the meeting to order at 7:04 p.m., reviewed the authorization for meeting <br />remotely, and stated that the meeting was being recorded for the purpose of creating minutes. <br />AC Report to 2022-2 Special Town Meeting (STM) <br />Mr. Parker led a review of this Committee's draft report to the 2022-2 STM. Minor edits were <br />incorporated. A motion was made and seconded to approve the report, with the understanding that <br />additional non -substantial edits may be made. The motion was approved by roll call vote. <br />VOTE: 8-0 <br />Ms. Kosnoff reported that Carol Kowalski, Manager for Development, is preparing slides relating to <br />the Comprehensive Plan funding that was discussed at this Committee's March 29 meeting. It was <br />agreed that the AC report should still be published on Monday, April 4. <br />Updates on Motions with financial implications for the 2022 Annual Town Meeting (ATM) <br />Mr. Michelson reported on 2022 ATM Article 25: Appropriate for Worthen Road Recreation and <br />Education District Land Use Concept Plan (Citizen's Article). The proponents have asked that this <br />article be removed from the Consent Agenda. The purpose for this request is not yet known. It may <br />be because they are interested in requesting funds, or, perhaps more likely, they want to be able to <br />give a report without requesting funds. <br />Mr. Parker reported on 2022 ATM Article 12: Appropriate for Municipal Capital Projects and <br />Equipment; (a) Hartwell District Signage. A town meeting member has proposed that he will move <br />to amend the motion for this article so that, among other changes, there is no reference to a Hartwell <br />Innovation Park because that name has not been officially adopted by the Town. It was noted that <br />signage for accessing Hartwell Avenue is needed to address safety issues. <br />Minutes of Prior Meetings <br />A motion was made and seconded to accept the March 23, 2022 AC Minutes.
