RECEIVED <br /> 2022 12 Apir, 137 prn <br /> Housing Partnership Board Charge Revisions Committee <br /> Meeting Minutes for February 15, 2022 TOWN CL,ERK <br /> Attendees: Harriet Cohen,Jeri Foutter, Bob Pressman <br /> Absent: Betsey Weiss LEXINGTON <br /> Guest: Margaret Heitz <br /> The meeting was chaired by Harriet Cohen and the minutes were taken by Ms. Cohen.The meeting was <br /> called to order at 7:00 p.m. and the roll was called. <br /> The attendees brainstormed ideas for revising the Housing Partnership Board charge. Members of the <br /> subcommittee proposed ideas for revising the charge.The subcommittee agreed to do further <br /> consideration and investigation and then continue discussion in the next subcommittee meeting. <br /> The attendees also discussed the definitions of"Member" and "Liaison" and did not reach a conclusion <br /> as to the definitions. Is a member any person with a vote, independent of whether that person is <br /> appointed by the Select Board to the HPB or that person is a representative of another board? Or is a <br /> member only someone appointed by the Select Board to the HPB?Are representatives from other <br /> committees called liaisons regardless of whether they have a vote? <br /> The suggestions are as follows: <br /> 1. Require voting members to attend a minimum of 75%of the meetings per year. Pro rate for <br /> members who are appointed on Sept. 30. <br /> 2. Members are expected to participate beyond HPB meetings for example, by serving on 2 <br /> subcommittees per year or attending meetings of relevant Town boards or committees. <br /> 3. Include in the responsibility list: With authorization from the Select Board, make requests to the <br /> CPC for CPA funds for affordable housing projects. <br /> 4. Add to Responsibility 7: "and other town entities" (for example, LexHAB, or, if created the <br /> Lexington Affordable Housing Trust) <br /> 5. Increase HPB membership by 1 or 2 people <br /> 6. Change wording of"Board of Selectmen"to "Select Board" and change references to <br /> "Selectmen"to "Members of the Select Board." <br /> 7. Determine which representatives of other committees should have a vote at the HPB.The <br /> consensus was that the Planning Board, the LexHAB, and the LHA representatives should have a <br /> vote.The committee did not come to a consensus as to whether the COA representative should <br /> have a vote.The consensus was that the Select Board, Conservation Commission, and Capital <br /> Expenditures representatives continue to not have a vote. (Note: because of lack of clarity in the <br /> terms "member" and "liaison",these minutes use the neutral term of"representative.") <br /> 8. Discuss with the Human Rights Committee and the Commission on Disabilities whether they <br /> would appoint a representative to the HPB. If so, recommend that the HRC and the Commission <br /> on Disabilities appoint such a representative. <br /> 9. Add attainable and workforce housing to the charge. Define attainable and workforce housing. <br /> Discuss whether "moderate" housing should be included, and if so. Define "moderate" housing. <br /> The committee agreed that the next meeting will be on March 1, 2022 at 7:00 pm. The meeting was <br /> adjourned at 8:12 pm. <br />
