44.1 <br /> October 29, 1963 <br /> The Appropriation Committee met Monday, October 28, 1963 at 7:;L5 <br /> P. M. in the office of the Town Account. <br /> Present: Donald P. Noyes, Chairman <br /> J. Harper Blaisdell Logan Clarke Jr <br /> Robert H. Kingston Frank T. Parrisi Jr. <br /> Richard H. Battin John R. Bevan <br /> Oscar R. Carlson Raymond L. White, Secretary <br /> Ralph B. Fifield telephoned the Secretary that he would be out of <br /> Town on business, so could not attend this meeting. <br /> The Fall Association meeting will be sometime in November. <br /> To date no notice has been sent out. <br /> Letter from Board of Selectmen was read requesting a transfer of <br /> $150 from the Reserve Fund to Veterans'Day account. No explanation why <br /> $150 more was requested, also should be in previous budget, also no emergeny, <br /> so this Committee voted against this request. <br /> John J. Carroll, Superintendent of Public Works, entered our meeting <br /> at 8:55 P.M. The first item asked John was on garbage and garbage contract. <br /> John said the Town has got to pay $60,000 anyway for collection. Hard to <br /> get a contractor for less than$60,000 as it is difficult to get employees to <br /> collect garbage. Also John said he was going to ask for two collections a <br /> week in thw summer time. Also on all new homes they should be required to <br /> install garbage disposals. John said it costs Arlington $ 2.30 per capita <br /> for garbage collections, Wellesley $1.77. <br /> John spoke on the T. V. Program, which is the T. V. inspection and <br /> sealing of our sewer mains. Also on trunk sewers for 1964, as contained in <br /> Capital Expenditures recommendation on page 12 of their report, such as: <br /> Maple Street to Woburn Street sewer there is trouble <br /> Justin Street sewer <br /> Burnham Farm area sewers <br /> Hill Street Area <br /> 5,000 feet of water mains <br /> John stated the sewer laterals figure should be increased to $500,000. <br /> The question was asked whether the Town had ever thoughtof a sewer <br /> use charge? <br /> , John Carroll was asked about the sewer laterals being heldup where <br /> sewer trunk lines are in. Why start another trunk sewer line when the present <br /> trunk sewer line is not complete with the sewer laterals, John Carroll <br /> suggested to appropriate double the amount for laterals, instead of another <br /> trunk sewer. Woodhaven section alone would cost $250,000 for sewer laterals. <br /> John Carroll stated he is going to ask for more men in the Public <br /> Works department. <br /> John Carroll left our meeting at 10: 10 P. M. <br /> Lincoln Cole, Chairman of the Board of Selectmen entered our meeting <br />
