CI; AN <br /> October 8, 1963 <br /> The Appropriation Committee met Monday, September 30, 1963 at 7:30 <br /> P.M. in the office of the Town Accountant to meet with the Lexington Town <br /> Meeting "embers Association. <br /> Present: Donald P. Noyes, Chairman <br /> John R. Bevan Oscar R. Carlson <br /> Ralph B. Fifield Jr. J. Harper Blaisdell <br /> Robert H. Kingston Raymond L. White, Secr4tary <br /> Town Meeting Member Association officers present were <br /> Homer J. Hagedorn, Co-chairman, Mrs Richard H. Battin Co-chairman <br /> Norman Richards. <br /> Mr. Hagedorn, co-chairman stated that they were collecting com- <br /> parative data on the various functions and operations of the Town. <br /> They are here to get the operations and functions of the Appropria- <br /> tion <br /> ppropriation• Committee, such as expenditures out of the Reserve Fund which is under <br /> the control of the Appropriation Committee. <br /> The Town Clerk Treasurer and Collector positions were mentioned. <br /> Here the Town Clerk and Treasurer is the same person, other Towns have the <br /> Treasurer and Collector combination handled by eine person and the Town <br /> Clerk by another person. A. change should be made here. <br /> There are nineteen towns which now have Town Managers. <br /> John Blaisdell suggested that the Appropriation Committee and <br /> Capital Expenditures Committee be combined as one and reduce the membership <br /> to five members. <br /> Another suggestion made was the chairman of the Appropriation <br /> Committee should be a member at large of the Town Meeting Members, the <br /> same as the Selectmen. <br /> It was suggested not to have a by Law Committee-should be <br /> taken off the books - serves no purpose. <br /> The Lexington Town Meeting Members officers left our meeting <br /> at 9: 10 p.m. <br /> John Blaisdell spoke in general on the garbage condition in the <br /> Town and the garbage contract. <br /> Mr. Lincoln Cole Jr. Chairman of the Board of Selectmen entered <br /> our meeting to request a transfer front the Reserve Fund in order to pay <br /> the following items. <br /> Complaint forms 31.75 <br /> Personnell forms 103.00 <br /> Travel expenses 107.00 <br /> Tam Appraised expense 200.00 <br /> Miliage 210.00 <br /> Mr. Evans 80.00 <br /> HTS. .r <br /> $731.75 <br />
