October 1, 1963 <br /> The Appropriation Com:littee met Monday, September 30, 1963 at 7:30 <br /> P.M. in the office of the Town Accountant to act on requests for ex- <br /> penditures from the Reserve Fund and any other matter to come before this <br /> meeting. <br /> Present: Donald P. Noyes, Chairman <br /> J. Harper Blaisdell Richard H. Battin <br /> Logan Clarke Jr. John R. Bevan <br /> Robert H. Kingston Oscar R. Carlson <br /> Frank T. Parrish Jr. Raymond L. White, Sec <br /> Ralph B. Fifield Jr. was out of town. <br /> The Board of Selectmen requested a trans'er of $179.00 from the <br /> Reserve Fund to the Accounting Department - Expenses Account. This was <br /> necessary due to hiring outside clerical assistance when one employee <br /> left. A motion was made by Richard H. Battin and voted to transfer $179.00 <br /> from the Reserve Fund to Accounting Department - Expenses account. <br /> Robert H. Kingston stated that he and Robert M. Gray got together <br /> last Thursday night on preparing long range planning for the Town and <br /> tentatively figured that the long range planning costs Arlington $3 ,000.00 <br /> Long range planning would consists of certain items, such as <br /> 1. Make long term Planning <br /> 2. Prepare budgets <br /> 3. Operating budget <br /> L1.. Build hospital <br /> 5. Buy up non residental land <br /> 6. Limit operating expenses <br /> The $2,000.00 to $1 ,000.00 mentioned previously would cover consultants <br /> fee and some clerical help. <br /> The next item considered was a request by the Board of Selectmen for <br /> $970.00. This amount needed as that amount was paid to Charles M. Evans <br /> for the extra work beyond his contract at the time Frederick Staples left <br /> the service of the town. The $970.00 was used from the Selectmen' s budget <br /> and now they have insufficient funds for the balance of the year. After <br /> general discussions a motion was made by Logan Clarke and seconded by <br /> John Blaisdell and voted to turn down the request. <br /> Robert H. Kingston stated that the long range planning study was <br /> a joint venture by the Capital Expenitures and Appropriation Committees. <br /> Logan Clarke had roughly prepared a make - up sheet as to what the <br /> total Town valuation would be for this coming year, also the total Town <br /> expenditures for this coming year and the possible tax rate for the year <br /> 1964. Logan Clarke figures were based on a $39.00 tax rate. Logan Clarke <br /> -- is to copy his make up sheet for members of this committee only. <br /> Budgets for year 1964 due not later than December 21, 1963 <br /> Budget forms to be given to Departments in October 1963. <br />
