July 16, 1963 <br /> The Appropriation Committee met Monday, July 15th at 7:30 P. M. in the <br /> office of the Town Accountant to act on requests for expenditures from <br /> the Reserve Fund. <br /> Present: Donald P. Noyes, Chairman <br /> J. Harper Blaisdell Logan Clarke Jr. <br /> Frank T. Parrish Jr. John R. Bevan <br /> Oscar R. Carlson Raymond L. White, Sec. <br /> The first item brought up by the Chairman was the General By—Laws of <br /> the Town of Lexington, whether any change or changes should be made <br /> in Article XIII Appropriation Committee as published in booklet dated <br /> "' 1957. The Chairman read the different paragraphs in Article XIII to <br /> the members present. <br /> The first question was whether the Town Officers should be elected <br /> or appointed. <br /> The Chairman of the last Appropriation Committee has the elective power <br /> after the new Chairman has been appointed. <br /> John Blaisdell suggested that the remaining six members, after the term <br /> expired for three of the members, choose the Chairman. <br /> A question was made in regards to paragraph six of Article XIII where <br /> it states "The Committee shall, prior to each Annual Town Meeting for <br /> the transaction of business, hold one or more meetings at which only <br /> the Selectmen, the Chairman of the Board of Assessors, the Chairman <br /> of the School Committee and the Chairman of the Cemetery Committee <br /> shall be invited to be present to consider the items which make up the <br /> annual budget, and any other municipal matters." Question whether the <br /> Chairman of the Cemetery Committee should be invited at such a meeting. <br /> However, this Committee feels that the Capital Expenditures Committee <br /> should be invited at this meeting. The Legal meeting not included in <br /> the Town of Wellesley By—Laws. <br /> The Town Clerk to send a warrant for a Town Meeting to each member of <br /> the Committee. <br /> The Appropriation Committee should have the first comments to make on <br /> an article. <br /> Section I — Article XIII — size of Committee. No agreement decided as <br /> to size. <br /> Two transfers from the Reserve Fund was requested as follows: <br /> 560.00 to Police Department — Out of State Travel <br /> 52,000.00 Elections — Jurisdiction of Selectmen <br /> Motion made, seconded and voted to make suc' transfers from the Reserve <br /> Fund. <br /> Meeting adjourned at 9:15 P.
