33 <br /> November 2 , 1961 <br /> The Appropriation Committee met Thursday evening November 2, 1961 at <br /> 8:00 P. M. in the office of the Town Accountant. <br /> Present: J. Harper Blaisdell, Chairman <br /> Raymond L. White Tem.Sec. Maurice F. Shaughnessy <br /> Richard F. Rattin Alfred Viano <br /> Frank E. Douglas John R. Bevan <br /> Mr. Arthur F. Burrell, Director of Civil Defense and other members of <br /> m Civil Defense were invited to this meeting to discuss and talk over their <br /> Articles in the Warrant for special Town Meeting of November 6, 1961. <br /> CL <br /> Messrs. Arthur F. Burrell, Harold F. Roeder and William H. Enders of <br /> Civil Defense appeared at this meeting at 6:00 P. M. to go over their <br /> Articles. <br /> Article 13 Civil Defense - Personal Services was first discussed. <br /> They are asking $4,800 for a full time Se^r- tary-Bookkeeper, $6,600. <br /> for a full time operations and PrograrriCoordinator, total of 811,400. <br /> per annum. Thi oordinator would be on the job all the time. You have <br /> . a choice if you accept Federal funds for Civil Defense, then employees <br /> of Civil Defense would have to be under Civil Service. Coordinator to <br /> inspect and approve Civil Defense shelters. The question was asked, <br /> couldn't the inspection come under the present building inspector. <br /> Also this coordinator is to establish and maintain an operation ready <br /> Control Room and emergency Government Center. Got to have a place set <br /> up and ready in a minutes notice. Inter communication system etc. <br /> and it will take a lot of planning. Frank Douglas asked Director of <br /> Civil Defense how we would handle the Police, Fire and Civil Defense <br /> in case of an emergency. Mr. Burrell said the basic problem will <br /> then come under the Civil Defense. Civil Defense Director becomes <br /> the head of direction in case of an emergency. Shelter is a key policy <br /> in a Civil Defense program. <br /> Mr. Burrell was asked if he or any member of their Committee appeared <br /> before the Board of Selectmen on their Articles 13 , 14, 15 , and 16. <br /> Mr. Burrell stated that he appeared before the Board of Selectmen in <br /> August 1961 on the four articles and they agreed as to their requests. <br /> If we tie in with the Civil Defense system, then they will contribute <br /> 50% of the expense. <br /> Article 14 Civil Defense alarm system, requesting $40,700. <br /> Mrs. Ruth Morey, Chairman of the Board of Selectmen and Frederick Staples, <br /> Executive Administrator came in to this meeting to hear what the Civil <br /> Defense members had to say on their articles. <br /> In regards to the alarm system it was stated that it is the Town's <br /> obligation to the inhabitants to warn them in case of emergency or war. <br /> This Siren system to give coverage of sixteen square miles. Mr. Burrell <br /> stated that the Fiske School has a 100 KW generator, High School 35 KW <br /> generator, Fire Station 15 KW generator, East Lexington Fire Station 5 KW <br /> generator, Police 35 KW generator, Diamond School 50 KW generator to <br /> use in case of an emergency. Also the $40. 700. requested in this article <br /> is sufficient to set up the generators at approximately $100 each. <br />
