November 20, 1950 <br /> A meeting of the Appropriation Committee was held in the <br /> office of the Town Accountant on Monday evening, November 20, 1950 <br /> with the following members in attendance: <br /> Howard A. Patterson, Chairman <br /> William M. Hall Clarence E. Smith <br /> Thomas J. Donnelly,Jr. Leon W. Bateman <br /> Joseph J. Sullivan A. W. Cleveland <br /> Ralph H. Tucker Raymond W. James <br /> Frank D. Walker, Secretary <br /> The minutes of the meeting held on October 30, 1950 were <br /> presented and approved. <br /> Letter received from Harold E. Stevens read and approved <br /> as follows: <br /> "James J. Carroll, Town Clerk and Treasurer <br /> Town Office Building <br /> Lexington 73, Massachusetts <br /> Dear Jim: <br /> This will acknowledge receipt of your letter of <br /> November 2, 1950 requesting my opinion on letter from Ethel U. <br /> Rich, Acting Secretary of the Appropriation Committee, to you <br /> dated November 2, 1950, a copy of which you enclosed. In the <br /> enclosure you were advised that the Appropriation Committee <br /> at a meeting held October 30, 1950 voted "To confirm the <br /> appointment of Frank D. Walker, who has been engaged to act <br /> as special consultant for this Committee from September 15, <br /> 1950 for as long as this Committee desires his services and <br /> to pay for such services from the Appropriation Committee - <br /> Expense Account at the rate as determined by the Appropriation <br /> Committee for such expenses incurred. " <br /> In my opinion, the A.)propriat ion Committee has the <br /> authority to employ a Special Consultant within the limits of <br /> its appropriation and to make payment to such consultant of a <br /> reasonable amount to cover his expenses. If it desired to do <br /> so, I believe the Committee could pay a consultant compensation <br /> for services as distinguished from reimbursement for expenses . <br /> It is further my opinion that Frank D. Walker can <br /> be employed in that capacity and is not barred from being paid <br /> expenses by reason of his being on active duty in the Armed <br /> Forces. <br /> Sincerely yours, <br /> ltarold E.
