_4 L <br /> APPROPRIATION COMMITTEE <br /> DATE: February 15, 1973 <br /> TIME: 7:30 P.M. <br /> PLACE: Town Office Building, Room 111 <br /> PRESENT: Edward E. Furash, Chairman, Jack L. Mitchell, Vice <br /> Chairman, Elizabeth M. Flyn.r , Secretary, Arthur T. <br /> Bernier, J. H. Blaisdell, Levi Burnell, Howard L. <br /> Levingston, Richard M. Perry, Comptroller, Donald B. White <br /> I . DPW <br /> Messrs . McSweeney, Coscia and Empey presented the proposed <br /> "Reorganization of the Department" to the Committee . <br /> I have visited some nine DPW Departments, evaluated our own <br /> and come up with the fact that we have an unbalanced department <br /> with not enough skilled labor stated Mr. McSweeney. So it is <br /> our plan to make a reclassification of some 19 men in the DPW <br /> Department. <br /> We would like to try to consider taking 17 of our foremen and <br /> try the 'lead man concept' . At the moment, Mr. McSweeney said, <br /> there is a serious morale problem within the department. It is <br /> our hope by doing these changes this will be greatly improved. <br /> 11 new personnel are requested in this proposal. These additions <br /> would be staggered over an 18 month period. Total cost: $28, 000 - <br /> reclassification of men. This does not include any new personnel. <br /> Mr. Mitchell stated that this was the first time such a report <br /> had been presented to the Committee -- and it just was impossible <br /> to digest such an extensive proposal, therefore a recommendation <br /> was not given until further meetings and more knowledge of the <br /> whole concept of the program is given. <br /> II . RECREATION <br /> Messrs Bertini, Hayes and Busa joined the meeting to discuss <br /> their proposed budget for 1973. <br /> Increase in budget is $22,000. These programs have been re- <br /> quested for some time now by the citizens, Mr. Bertini stated. <br /> Small Tot Program - 200 children will be supervised <br /> during summer -- games, skills, crafts, etc. It <br /> will be necessary to have four people to supervise <br /> plus additional aids. <br />
