<br /> The Appropriation Committee held a meeting at 7:30 P.M., on Mon-
<br /> day, February 14, 1972, in room 111, Town Office Building, Lexing-
<br /> ton. Present were Edward E . Furash, Chairman, Jack L. Mitchell,
<br /> Vice Chairman, Elizabeth M. Flynn, Secretary, Arthur T . Bernier,
<br /> J. Harper Blaisdell, Levi G . Burnell, Howard L. Levingston, H. Bige-
<br /> low Moore , Donald B . White and Richard M. Perry, Comptroller.
<br /> Yrs . Feakes of the League of Women Voters observed.
<br /> At 7:35 P.M., Frank Michelman joined the meeting to report on Ar-
<br /> ticle #99, a citizen' s Article to seek approval for the Housing
<br /> Authority to participate in the purchasing"tax title lots (below
<br /> fair market value ) on scattered sites; for the construction of low
<br /> 10 and moderate housing. Article #83 is the turn-key to this Article .
<br /> �--� Article #83, a Planning Board Article, seeks a By-Law to authorize
<br /> =a the Selectmen to sell or convey said tax title lots at below fair
<br /> market value.
<br /> At 7:55 P .M., members of the Conservation Commission, H. Kassler,
<br /> Chairman, N. Cohen and M. Rawls joined the meeting . Dr. Kassler
<br /> reported that of the approximately 10,650 acres in Town, at this
<br /> times 300 acres were Conservation land, 488 acres were Town owned
<br /> (parks, open space, etc . ) , 260 acres (golf courses) were privately
<br /> owned, and that there were approximately 2000 acres undeveloped,
<br /> but developable. Exclusive of Conservation' s request for about
<br /> 60 acres, this year, they would like about 300 more acres, approxi-
<br /> mately 16 to 18°4 of undeveloped land-this could be Town owned or
<br /> Conservation.
<br /> With respect to Article #63, addition to the Conservation Fund,
<br /> Chairman Kassler said that they would like 410,000., this year,
<br /> but would accept 45,000., with the possibility of having to come
<br /> in for a RF transfer, later this year. He was pleased that both
<br /> the Selectmen and Appropriations had approved $1,900. in Acct. #2460.
<br /> Article #57-land purchase-Hamilton, Baldwin-519,500. , he stated
<br /> that there was the possibility that funds would not be requested
<br /> at this Town Meeting .
<br /> Chairman Furash queried, how much of their requests were under
<br /> negotiation. Chairman Kassler stated that he would have opinions
<br /> of value on all the parcels and would forward them to the Committee
<br /> before Town Meeting .
<br /> At 8:20 P.R . , F . James of the Bicentennial Committee joined the
<br /> meeting. He was informed that under a new Acct. #1147, Approp-
<br /> riations had approved the sum of $750. for their operating ex-
<br /> penses, this year.
<br /> Under Article #42, Mr. James explained, they were requesting 410,000.
<br /> to be set aside for the 1975 celebration. This would begin to ac-
<br /> ,
<br /> cumulate towards a fund of 4100, 000. by 1975.
<br /> Under Article #J.3, 43,000. for preliminary plans and specifications/
<br /> for a museum
