Meeting of Appropriation Committee, Monday, Dec. 2, 1968, 7:30 p.m. <br /> Present: J. Blaisdell, Acting Chairman; R. Blomfield; E. Furash; <br /> R. Perry, Comptroller; D. White; L. Zehner; R. Souza <br /> Junior High School - Estimate is now 4.6 Million. Tom Taylor asked <br /> whether we would like to meet with the Building Committee. Tell him <br /> we would like to, but probably in January. <br /> Budgets - Expense budgets have been received. Many are holding the line, <br /> some are down slightly. Selectmen have given us their Capital Expenditure <br /> proposals as they now see them. <br /> N,eeting with Conservation Commission <br /> Jules Sussman brought a list of Conservation land purchased and the <br /> r.� reimbursements which have taken place since 1964. All complete purchases <br /> are listed. Six parcels not included are : <br /> e--I Whipple Hill, Hamilton land 30A $50,000 appropriated <br /> Whipple Hill, Winchester Dr. small piece 1,700 <br /> U Grove St. - Rte. 128 17A 24,000 <br /> (2 parcels) <br /> Kingston Homes 6.5A 15,820 <br /> Utica St. 18Ai 70,000 <br /> They estimate these will be purchased by Jan. 15th, escept for Kingston Homes. <br /> The Committee thinks the state will continue to reimbrrse 50%; federal <br /> reimbursement is tie less likely for all purchases, perhaps 1/3 of <br /> applications will receive federal reimbursement. <br /> Commission described some of the land they will propose be purchased in <br /> March: <br /> West Farm - 2 or 3 front lots - to be used for access and parking <br /> -Hayden Woods - 6 parcels of about 77 Acres at $279,000. <br /> If the Town rezones along Hayden Ave. they feel the land behind <br /> Hayden Ave. and along Waltham St. ought to be set aside for open land. <br /> This is all R1 land now in the 30,000 s.f. zone. There is no town owned <br /> land in this 'superblock'. <br /> - Grapevine St. - backland . Lots are 700 to 1000 ft. long, 50ft. <br /> wide. They would like to buy backland, leaving 250 or 300 ft. as back yards. <br /> -Tropeano Parcel - borders this grapevine land and the Apartments. <br /> Tropeano would want much morethan $40,000 for this piece. <br /> -Vinebrook <br /> Highest priority would be given to Hayden Woods parcels and land off Vinebrook. <br /> Conservation Commission Expense Budget discussed <br /> The Commission requests funds for maintenance of conservation land. They <br /> don't care how funds for maintenance are administered; assume that Park <br /> Dept. would do the work. If Park Dept. is to administer it, they would <br /> like the funds earmarked. <br /> Appropriation Committee requested that they project maintenance costs to <br /> future years. <br /> Recreation Committee meeting <br /> Expense budget increased by $615 <br /> Fees - They have reviewed fees charged. They have agreed to recommend to <br /> Selectmen ix user's fees for such facilities as reservoir and lighted <br /> tennis courts. They'd like to light more courts each year. <br /> Articles - $27,700 appropriated last year; $48,000 requested this year. <br /> Backstop has been requested by neighbors, OK'd by school <br /> Valleyfield and Laconia play lots - would level, removing large <br /> stones,and put up swings for neighborhood use. <br /> Harrington land - between rec. land 4nd school land there is a <br />
