1. 95 <br /> Meeting of the Appropriation Committee, Monday, April 29, 1968 <br /> Present: F. Parrish; J. Blaisdell; R. Gary; D. Grant; E. Furash; <br /> L. 'Lehner; R. Souza; R. Perry, Compttoller <br /> Appropyia4ions and Budgets <br /> Dick Perry was reminded to notify the committee of all changes in salary <br /> from those proposed in budget requests and of any unusual changes <br /> in expenditures for expenses or personal services. <br /> Law Dept.— Mr. Peryy has been asked by the Selectmen to increase Mr. <br /> Legro's salary from 333/mo. to $1,250/mo. for April and retroactive <br /> to Jan. 1st. This would take the total budget planned for a full—time <br /> law staff. He has asked that this request be put in writing. The <br /> Selectmen are within their rights in spending the appropriation voted <br /> by Town Meeting as they see fit, although this use of the money was <br /> not proposed by them to this committee or to Town Meeting. <br /> Old Res — development for swimming proposed in a letter from Eric Kula <br /> and others. This will be one of the Articles in the June warrant. <br /> Committee Members — The terms of Milt Bretscher, George Kolovson and <br /> Frank Parrish are ended. Milt Bretscher has moved; Frank will not <br /> accept reappointment, George's wishes are not yet known. <br /> Frank will meet with the appointing committee as soon as possible in <br /> order to make appointments and allow the committee to organize soon. <br /> Structure of Town Government Committee — Dick Perry reported that the <br /> — Selectmen met with this committee and with Arthur MacKinnon who <br /> suggested that the Comptroller and Legal Counsel be appointed by the <br /> Selectmen rather than by a Town Manager. <br /> Budget Sheets — Dick had prepared sample sheets which he proposed to <br /> use for next year's budgets. These were discussed, modified slightly. <br /> azzkc Dick will consider further changes and come back with them. <br /> Salary Study Committee — it should be urged that this committee be <br /> appointed early and that it start functioning now instead of next <br /> November—December. <br /> Borrowing — Town is borrowing for tax anticipation in about the same <br /> amounts as last year; however the interest rate is higher. We can <br /> anticipate a request for additional funds for interest from the Reserve <br /> Fund. <br /> Reserve Fund Requests — Al Grey requested the following: <br /> $575 transferred to Art. 59, 1967 T.M. for Blossom Street <br /> construction. This money is needed to settle two claims for land <br /> takings, a negotiated settlement. Voted to transfer $575. <br /> $1,200 for repairing leaks in the roof of Cary Hall. they <br /> now have a contractor there with staging in place to enagle them to <br /> replace the gutters, tiles and slates for which money was included <br /> in Art. 4. It will be less expensive to repair leaks while staging is <br /> up than to wait and have to put staging up again.
