Perry, Comptroller; L. <br /> Zehner; R. . ouza <br /> Land Purchase Article: Citizens presenting an article to purchase <br /> land which would give access to the test Frem from Mason St. and <br /> about 1 Acre of land which lies back of lots now being developed on <br /> Mason St. were represented at this meeting by James Storer and R. <br /> Tryon who discussed the advisability of buying this land both as <br /> access to the West Farm conservation land and as a means of keeping <br /> open the possibility of the town's building a road from the vicinity <br /> of Route 2 to Mass. Ave. parallel with present Pleasant Street. <br /> The Committee advised them to get opinions of the Planning Board. and <br /> U7D Capital Expenditures committee . <br /> =.i E & D <br /> Library Trustees have released $4,000, appropriated under Art. 34 of <br /> 1965 Town Meeting for the frant entrance of Cary Library, to E & D. <br /> Dick Perry informed the committee that E & D may he more than $800,000 <br /> this year; this would include closing out such funds as water available <br /> surplus, sewer assessment fund, etc. to E & D. <br /> $164,234 from unexpended 1967 appropriations revert to E a D. <br /> Mass. Association of Finance Committees meeting. <br /> Frank Parrish reported that taey were informed that Cheryy Sheets.. :rill <br /> _ be available March 1. <br /> Sales tax distribution to Cities and towns should be higher in 1968 <br /> than in 1967. The state had more sales tax income in 1967 than it <br /> distributed, and there should be an increase in 1968 <br /> Mr. McKinnon suggests putting all welfare appropriations into one <br /> appropriation account this year in case more money should be needed <br /> for one category of welfare and leas for another category than can <br /> be estimated now for the first half of 1968. This would permit <br /> expenditure of the appropriated funds with less likelihood of keserve <br /> Fund transfers being needed and large balances being left for the last <br /> half year. We could have an internal control. Dick Perry agreed <br /> that this would be advisable and the Committee approved having one <br /> account with inte.nal control. • <br /> Mr. u-cKinnon recommends that towns keep free cash amounting to 10% <br /> of the tax levy, a Reserve Fund of 2 to 3% of the tax levy. <br /> Budgets Public Works Dept. budgets are not yet available. <br /> # 1000 Selectmen request a double jump for Al Grey who is now being <br /> paid $135 per month extra for working as interim Supt. of Public Works. <br /> This $135/mo. was made retroactive to Aug. 14 because of added responsi— <br /> bility. George Kolovson will ask Selectmen why double ju►pp is recommeaded. <br /> #1050 $5100 approved <br /> #1130 approved as submitted • <br /> #1150 Town Clerk's budget discussed. Clerk—Treasurer's office had <br /> 5 employees full time, 1 part—time in 1967. a'or 1968, Clerk requests <br /> 4 full—time, plus 1 part—time, Treasurer 2 full—time, Comptroller <br /> • 2 full—time (to take over the billing formerly done by treasurer). <br /> j Committee will request Mary McDonough to explain her personnel needs <br /> and the microfilming requested under account #1200.
