A <br /> quorum of at least six was present throughout. <br /> Members Present: Cindy Arens, Celis Brisbin, Paul Chernick, Rick Reibstein, Todd <br /> Rhodes (vice-chair), Dan Voss (Chair), Charlie Wyman <br /> Members Absent: Archana Dayalu <br /> Staff Present: Katharine Labrecque <br /> Other Attendees: Mary Hutton (Mothers Out Front), Ricki Pappo (LexCAN), Jeanne <br /> Krieger, Lin Jensen <br /> The meeting was called to order at 6:11 pm. Todd referenced the opening statement requested by <br /> the Town Clerk, and all members present responded that they could hear. <br /> No past minutes were reviewed and there were no comments from residents or new business <br /> raised. <br /> Review proposed Building _EnergyEnergy Use Disclosure (BEU-D) article and motion. <br /> Todd briefly reviewed a PowerPoint presentation that described the proposed BEU-D (Building <br /> Energy Use Disclosure) warrant article. It would apply to large commercial and industrial <br /> buildings and residential complexes of 25 or more units. Owners would be required to report <br /> energy use on an annual basis. <br /> The goal tonight: to approve the language of the warrant article and description to forward to the <br /> Select Board. The details of the motion are a matter for a later time. <br /> Some general discussion about the proposed by-law followed. Funds have been added for <br /> administration, which could be done by contractor or in-house. Celis spoke in favor of the latter <br /> as offering more efficiency, and also articulated the common understanding that such disclosure <br /> requirements are often a prelude to a carbon tax or other requirements with performance <br /> standards. Cindy confirmed that, but when and what shape those performance standards might <br /> take are some distance removed. <br /> After further discussion, it was agreed to add one phrase to the end of the description making <br /> reference to the town's interest: "and will inform the Town of progress towards its climate <br /> goals." <br /> The following motion was then made, seconded, and approved unanimously: <br /> The Sustainable Lexington Committee recommends that the Select Board include the <br /> Building Energy Use Disclosure (BEU-D) article in the 2022 Annual Town Meeting <br />
