57 Meeting of the Appropriation Committee, June 6, 1966, 7:30 p.m. Present: Frank Parrish, Chairman; J. Blaisdell; L. Clarke; R, Gary; D. Grant; A. Kenney; R. Perry, Comptroller; L. 'Lehner; and R. Souza. Members of the Capital Expenditures Committee present for jointmeeting during the evening: Van Boughton, Chairman; R. Chapin; W. Davis; J. Mitchell; and M. Rawls. Reserve Fund - No requests Structure of Government Committee - discussion Warrant for June 20 Town Meeting - written so that nothing can go on tax levy. Article 2, Town Barn - bids due June 10. Available funds total $158,000, therefore Barn must be bonded. 3% down payment required; ,...r this has been covered by March appropriation of $36,000. All can be bonded unless bids are greatly in excess of anticipated cost. L.) Article 3, Abandonment of part of building line, Mass. Ave. i`F nk Parris will inquire whether there is any cost for this. Article 4, Route 2 funds (see minutes 4/25/66) $22,300 Recommendation: E & D. A Article 5, Visible Parking Ticket - Don Grant states that Airport experience is that 90% pay by mail, involving negligible expense to Authority. Present system in Lexington takes considerable police time, involves sending a policeman to Registry. Recommend favorable action. Article 6, Building By-Law change to allow additional building inspectors. Frank Parrish will inquire whether this will involve additional commitment of funds in future years. Articles 7 through 11 - Zoning and Street Name Articles Article 12 through Article 15 - Conservation Articles Stratham Road reconsidered. Voted in favor of appropriating $12,000 from E & D. Capital Expenditures Committee - Appropriation Committee joint meeting to discuss Conservation policy and kindergarten meeting. Van Boughton suggested consideration of borrowing a sizable amount of money to put into Conservation Fund and remove piecemeal as Town wishes to acquire parcels of land. Members of Appropriation Comm. felt this would not be allowed by law, that bonding has to be for a project, not for a fund. C.E.C. report recommended $150,000/yr. for the next 5 years for Conser- vation land. March T.M. appropriated $61,000; Stratham Rd.($12,000) and Willards Woods ($54,0:0) would make a total $127,000 this year. Whipple Rill land (,' 88,000 add'1) would bring the total to $215,000; it would also have to be bonded because funds are not available for transfer.
