51 <br /> Meeting of the Appropriation Committee, April 25, 1966 <br /> Meeting called to order at 8:00 p.m. by Chairman, Frank Parrish. <br /> Present: John Blaidell, Robert Gary, Allan Kenney, Donald Noyes, <br /> Louis Zehner, Ruth Souza. <br /> 12pointments to Committee: Frank Parrish announced that the three <br /> members whose terms were expiring in 1966 had been reappointed for <br /> 3—year terms. These are Donald Noyes, Louis Zehner, and Ruth Souza. <br /> The appointing Committee is to meet later tonight to appoint one <br /> new member to replace Oscar Carlson who has resigned. <br /> Reserve Fund — No requests have been received. <br /> r-4 June Town• Meeting Articles will include: <br /> r-I Town Barn — Construction appropriation to be requested. Bids will <br /> have been opened before the Town Meeting. <br /> LJ <br /> Conservation Articles, one or two are anticipated; money to be <br /> requested is not yet known. Boston Globe has recently reported <br /> that no State money is available for any conservation land, <br /> including land for which towns appropriated money in March. <br /> Public Works Dept. Article for supplementary funds for construction <br /> of Town utilities under Route 2 and its service roads. Letter <br /> from John Carroll to Selectmen, April 6, 1966, stated that as much <br /> as $22,300 might be required; of this, $6300 is needed for items <br /> left out of the contract by the State, and $16,000 is needed <br /> because the bid prices were higher than estimated by the State. <br /> No school will be requested in June. <br /> Appropriation Committee Article — The Committee discussed the <br /> By—Law and decided to request the Selectmen to insert an Article <br /> changing the words Town Accountant to Comptroller and specifying <br /> that he shall be a non—voting member. <br /> Comptroller. Lincoln Cole entered the meeting to say that Richard <br /> Perry had just been appointed Comptroller hi the Board ofSelectmen. <br /> He will start work May 16. The position of Town Accountant is <br /> abolished as soon as a Comptroller is appointed; Mr. Cole will <br /> notify Ray White as soon as possible. <br /> Secretartal Services. General discussion of the services required <br /> by the Committee and of the memo of April 25, 1966. It was decided <br /> that Ruth Souza would ttstempt to see that the services outlined in <br /> the memo were performed, using volunteer of paid assistants as <br /> available, and using the balance of the $480 appropriated for this <br /> purpose as needed. <br /> Direction of the Committee. A short discussion on what the Committee <br /> is required to do, allowed to do, and would like to do. Mr. Zehner <br /> submitted some written suggestions which will be discussed after all <br /> the Committee has read them. <br /> Suggested actions include: <br /> Backing up Capital Expenditures Committee schedules <br /> Open meeting with Town Committees on their Articles <br /> Urge Selectmen to review DPW budgets in Oct. or Nov. <br /> Writing appropriate departments or committees as soon as <br /> warrant is closed to ask what is in their Articles. <br />
