Meeting opened. Ruth Souza asked to serve as secretary <br /> in the absence of Ray White. <br /> Conservation Commission . - Jules Sussman and members of his committee <br /> appeared ,oto discuss their budget and Articles 84 and $5. <br /> Expense budget. $1,075 requested <br /> The $500 requested for Land Purchase expenses is mainly for <br /> appraisals which are requested ( butnot paid for) by the <br /> Selectmen, and are also necessary for State and Federal <br /> reimbursement. Appropriation committee suggested that these <br /> expenses should come out of the Option Money which the Selectmen <br /> administer for all land--buying committees; also suggest <br /> that mailing and duplicating be done through Town Offices. <br /> U <br /> Articles 84 and $5 - to buy Swenson Farm. <br /> $2 $ <br /> ,000 req_uosted for purchase of about 7$ acres ( appraised <br /> at 235 ,000) ; 5T7, aid expected from State or From State <br /> and Federal Funds combined though no firm commitment has <br /> yet been made by either State or Fed. goverment. As now <br /> zoned, the land could be used for about $0 house lots. Suggest <br /> that a 3-year bond or note might b e issued. <br /> Appropriation Committee - approved expense budget of $300, discussed <br /> Swenson purchase but came to no conslusion. If bonded, $15,000 would <br /> have to be raised in cash this year. <br /> Tax rate of 846.70 would result if all Articles now #nown to be in <br /> the warrant are passed. his assumes Art. 4 as approved by Appropriation <br /> Committee, other Articles' as approved by Selectmen, includes Swenson. <br /> land purchase, Hunt Block with no bonding; valuation assumed to be <br /> $177 million. E. & D. anticipated, $559,000; transfer all but $125,000. ' <br /> Meeting with Selectmen. 9:35 P. N. <br /> John Blaisdell listed all budgets under Article 4 on which appropriation <br /> Committee differs with Selectmen, and requested Law Dept. budget. <br /> Law Dept. counsel 54,000 <br /> Expenses 3,600. <br /> Sp. Fees 5,000 <br /> Selectmen will present budgets including longevity and urge <br /> this. <br /> Dog Officer - Selectmen suggest budget be increased because of in- <br /> creased work load. <br /> Articles - Hunt Block has highest priority but no further information <br /> is available yet on finances; <br /> Selectmen find a tax rate of $46.70 unacceptable. Putting high priority <br /> on Hunt Block, They then went through all other Articles to see which <br /> they might agree to cut. They would defer Public Facilities, Conservation <br /> Land, and Long Range financial Study : (but not study of Lex. Center) <br /> but felt that all their own Articles were already as low as possible. <br /> they :'will discuss need for Sewer Pumping Station with John Carroll <br /> and report back on Saturday, They will talk with School Committee <br /> to see if that budget can be cut. <br /> Next meeting - Saturday morning 9:00 A.
