Furash, Chairman, Peter Hall, Vice Chairman- <br /> Gen. Gov't. , J. H. Blaisdell, Secretary, John Campbell, <br /> Patricia Hagedorn, Mitzi Kutchin, Richard M. Perry, <br /> Ex-officio. <br /> R <br /> I. The reading of the minutes of June 14, 1976 were postponed <br /> until a future meeting. <br /> II . S-Scale Salaries <br /> Mr. Furash made the following points: <br /> a. The Chairman stated he was personally disturbed as to <br /> the detail on the S-Scale . <br /> b. The ratings are not being well administered. <br /> c . Everybody is being rated excellent and given large raises. <br /> d. This is very poor salary administration. <br /> e . The Chairman stated that he was going to ask the Board <br /> just what plan they had in mind for "interim management" . <br /> f. We must have budgets coming in and we have to have someone <br /> to run this Town for at least 6 months. <br /> III . PERSONNEL ADVISORY BOARD <br /> At 9:05 P.M. the Appropriation Committee met with the Board of <br /> Selectmen, Town Manager O'Connell and the above Board. <br /> a. Chairman Kassler stated that they are working on the <br /> merit system with a great deal of success. <br /> b. Chairman Furash asked for an explanation on this from the <br /> Personnel Advisory Board. <br /> c. Mr. Butler stated that the system as it fits now is in a <br /> transition stage. A lot of meetings must be held here <br /> in the training of management. The Personnel Advisory <br /> Board has not attempted to look over each individual case <br /> as it has come along but in general have been satisfied <br /> within limits as to the recommendation of the Personnel <br /> Director. The Personnel Board has acted favorably on some <br /> recommendations and some they have turned down. 1/3 of the <br /> positions will be reviewed this year by the Personnel Board <br /> and 1/3 next year. <br /> d. Chairman Kassler stated that the system was new and so were <br /> some of the Selectmen! <br /> e . Chairman Furash stated that no one could assure him that <br /> the ratings were accurate. Someone had to attach dollars <br /> that went with the ratings : was it department heads, the <br /> Personnel Advisory Board, Town Manager or Selectmen? <br /> However, this is "water over the datum" now -- I would have <br /> sent all the ratings back. <br />
