PERSONNEL BOARD <br /> The following points were made: <br /> 1. What assignments have been given P.A.B. and are they being <br /> accomplished? <br /> 2. Are workloads being done? <br /> 3. Use of CETA? <br /> 4. Setup of total clerical force in the Town Office - can people <br /> be moved around where needed most? Town Manager O' Connell <br /> stated that he didn' t see any area where people could be <br /> shifted around. Chairman Furash stated he would like to see <br /> proof of this. <br /> 5. Chairman Furash asked to see some specific assignments given <br /> to P.A.B. <br /> 6 . Chairman Furash said he didn' t feel the real issues were <br /> getting through to the P.A.B. as they should. There should <br /> be no reluctance on the part of the Board of Selectmen and the <br /> Town Manager to use the P.A.B. as they should. <br /> 7 . Town Manager O'Connell stated that in the past three years <br /> there has been substantial increase in the workload i.e. , <br /> more citizen requests, census job, duo election. I do not feel <br /> that the P.A.B. can handle the quantity but can handle the <br /> quality of the work. <br /> 8. Control on numbers of people means control on the tax rate <br /> Chairman Furash stated. <br /> 9. Chairman Furash asked the Board of Selectmen and Town Manager <br /> specifically what assignments the P.A.B. had been given to <br /> work on i.e. , what are the priorities? Are there any spare <br /> people? <br /> 10. John Butler suggested a meeting with a member of the Appropriation <br /> Committee and the Board of Selectmen in search of the most <br /> appropriate means to expedite the immediate concerns of all. <br /> 11. Management support is definitely lacking here. <br /> 12 . a. Chairman Bailey addressed the Appropriation Committee by <br /> asking if it was our wish to set priorities? How do you <br /> want people used in Town Government? <br /> b. We have heard a lot of talk tonight about adding this and <br /> that, however , we do want to look at all proposals. <br /> 13 . Mr. Chapman spoke and felt that Messrs . Furash and Bailey were <br /> not talking about the same things. I strongly feel a private <br /> meeting with one member from each Board present would be <br />
