97 <br /> APPROPRIATION COMMITTEE <br /> DATE: September 9, 1974 <br /> TIME: 7:30 P.M. <br /> PLACE: Town Office Building - Room 111 <br /> PRESENT: Edward E. Furash, Chairman, Jack L. Mitchell, Vice <br /> President - Gen. Gov't. , Donald B. White, Vice <br /> �--� Chairman - Schools , Arthur T. Bernier, J. H. Blaisdell, <br /> Patricia K. Hagedorn, Howard L. Levingston, Richard M. <br /> Perry, Comptroller <br /> I . PERSONNEL BOARD <br /> Chairman Furash stated that to date he was very impressed <br /> with the over-all situation and that a tremendous amount of <br /> field work had been done through bi-weekly meetings throughout <br /> the summer. The purpose of our meeting tonight, the Chairman <br /> said, is to put before you the proposal of hiring Mr. Neil <br /> Chapman ($17,500) . Mr. Chapman is taking early retirement from <br /> H. P. Hood and Company so is now available. He is well oriented <br /> with Lexington and most knowledgeable with the existing problems. <br /> I feel that this is a most worthy proposal and that it would <br /> certainly strengthen the relationship with the Town Manager. <br /> Mr. Levingston made the point that he felt Yr. Chapman should <br /> be an Ex-Cfficio member of the Personnel Board and the rest of <br /> the Appropriation Committee agreed with him. Chairman Furash <br /> said he would so advise the Board of Selectmen. <br /> It was so stated by the Chairman that from all the resumes <br /> thus far received as a result of ads placed, there was not a <br /> suitable person that could be hired as an Administrator of the <br /> Board. As a result of this a delay of six to eight months <br /> could result here. <br /> Messrs . Blaisdell and White voiced very definite disapproval <br /> to this proposal stating that they were not at all sure it <br /> would be necessary to hire two men to do the job. Mr. Blaisdell <br /> felt that he would like the next week to mull this over before <br /> voting the issue. <br /> Town Manager O'Connell joined the meeting and further stated <br /> his approval re the hiring of Mr. Chapman. Neil has a real <br /> personal interest in seeing Lexington get ahead stated Mr. <br /> C 'Connell . He has 30 years experience behind him and I think <br /> this could be of great benefit to the Town. <br /> II . MYSTIC VALLEY <br /> Mrs . Mary Welch will be meeting with the Committee on <br /> September 18, 1974 to discuss her money needs. <br />
