4-6 <br /> APPROPRIATION COMMITTEE <br /> DATE: December 17, 1973 ___. <br /> TIME: 7:30 P.M. <br /> PLACE: Town Office Building <br /> PRESENT: Jack L. Mitchell, Vice Chairman, Donald B. White, Vice <br /> Chairman, J. H. Blaisdell, Richard M. Perry, Comptroller <br /> I . PERSONNEL BOARD <br /> Discussed personnel board proposal and make-up of the Article for <br /> 1974 Town Meeting. Town Counsel Cohen joined meeting and presented <br /> rough draft of Article . <br /> J. H. Blaisdell reviewed the need for a Personnel Board and commented <br /> that he hoped it would include. school employees as well. <br /> Selectman Kenney itemized the problems which would be created as a <br /> result of such a Board and Town Manager O'Connell made the point <br /> that he felt if such a Board went through the whole concept of <br /> collective bargaining would be changed. <br /> It was agreed to have a meeting of two Selectmen and two Appropriation _ _ <br /> Committee members and the Town Manager to go over their differences <br /> on December 26, 1973 at 7:30 P.M. and to try to come to an agreement. <br /> II . Meeting was held with Board of Selectmen and Capital Expenditures <br /> Committee to review capital projects. George Silverman gave their <br /> overview of projections for the next 5 years and compared the current <br /> requests with what they anticipated from previous years discussions. <br /> III. Selectman Kenney stated that Hancock Street would probably be <br /> Chapter 90 for this budget period. <br /> IV . Estimated tax rate of $79.00 was explained and discussed briefly. <br /> Next meeting is scheduled for January 7, 1973 at 7:30 P.M. <br /> Respectfully submitted, <br /> j47"--/ , <br /> Elizabeth M.
