Mitchell, <br /> Vice Chairman, Donald B. White, Vice Chairman, <br /> Elizabeth M. Flynn, Secretary, Arthur T. Bernier, <br /> J. H. Blaisdell, Levi G. Burnell and Howard L. <br /> Levingston <br /> OBSERVER: Mrs. Marjorie Daggett of League of Women Voters <br /> I . CORRESPONDENCE <br /> Chairman Furash passed out to the Committee a petition <br /> from the TEN MEN OF MASSACHUSSETTS for legislation on <br /> the voting of school budgets by cities and towns. All <br /> the members of the Committee present signed the petition. <br /> II . PRELIMINARY CAPITAL BUDGETS <br /> Members received copies of this from the Town Manager. The <br /> Chairman suggested that several matters be checked into; i.e. , <br /> DPW equipment, Road Machinery Fund Part 2, Article #24 and <br /> the Compactor. Part 1, Article #24. <br /> Also, Mr. Perry was asked to check on Revenue Sharing being <br /> used for Capital items. If this is so, control could be <br /> lost over actual expenditures. It was requested by the <br /> Chairman that the salary level and time contract for the <br /> Bicentennial Committee's new Director be checked. <br /> It was noted that response is due by December 15, 1973 on <br /> Capital expenses with preliminary approval by the Board of <br /> Selectmen due by November 15, 1973. <br /> III. REPORTS <br /> Howard Levingston and Arthur Bernier reported on budget <br /> setting routines of the Towns of Wellesley and Winchester. <br /> Wellesley works from the previous year's Warrant until the <br /> night before their Town Meeting when they vote on the new <br /> budgets. Winchester lumps their expenses and personal <br /> services budgets together. <br />
