25. <br /> APPROPRIATION COMMITTEE <br /> DATE: August 6, 1973 <br /> TIME: 7:15 P.M. <br /> PLACE: School Administration Building <br /> PRESENT: Edward E. Furash, Chairman, J. H. Blaisdell, Levi G. <br /> Burnell, Howard L. Levingston, Arthur T. Bernier, <br /> Richard M. Perry, Comptroller, Donald B. White. <br /> School Committee : F. Frick, J. Davison, V. Page, <br /> P. Swanson and R. Fobert, Superintendent of Schools <br /> Mr. Frick stated that the attached guidelines had been issued to <br /> the Superintendent for budget year 7/1/74 - 6/30/75 development. <br /> They would try to hold to a 3i to 4% inflationary increase; this <br /> is due to decrease in enrollment. <br /> The following points were made by the Chairman of the Appropriation <br /> Committee : <br /> a. It is the intention of the Appropriation Committee <br /> to hold the tax rate next year, however, in order <br /> to do this it will be necessary to have the School <br /> Committee's cooperation. <br /> b. Chairman Furash will write a letter to all <br /> departments, management, etc. , to have first <br /> collective bargaining sessions in open meetings. <br /> There was explored the possibility of submitting one budget <br /> for combined expenses and personal services, with separate <br /> appropriations for out-of-state travel and athletics. <br /> Superintendent Fobert discussed Chapter 766 of Acts of 1972: New <br /> program for children requiring special training. He has hopes <br /> that effective date of September 1, 1974 can be changed to <br /> September 1, 1975. <br /> Chairman Furash discussed approach of voting last years personal <br /> services budgets for all of town; this would include a special <br /> article voted separately for % increase (similar to Winchester <br /> and Wellesley) . <br /> Meeting was adjourned at 9:30 P.M. <br /> Respectfully submitted, <br /> ���re <br />
