APPROPRAITION COMMITTEE MEETING <br /> WEDNESDAY,JUNE 18, 2003, 8:00 PM <br /> LEXINGTON HIGH SCHOOL, COMMONS II <br /> Present: <br /> D Brown, P Hamburger, A Levine, R Pawliczek, E Michelson, K Dooks, R Eurich, A <br /> Nedzel, S Spector, J Ryan <br /> • Summit Meeting to discuss options available subsequent to the override vote of <br /> June 2, 2003 <br /> • Jay Gonzales, Palmer&Dodge, explained the possible options available based on <br /> discussions with the Department of Revenue (DOR) <br /> • Option 1: Take no further action. The fiscal 2004 budget is balanced at this time. <br /> • Option 2: Operate within the existing appropriation made by the 2003 Annual <br /> Town Meeting. The BOS can decide to place another question or a series of <br /> questions before the community prior to September 15, 2003. Concern expressed <br /> that the wording of the contingent votes made at the 2003 Annual Town Meeting <br /> could present a legal dilemma. <br /> • Option 3: Call a Special Town Meeting and pass supplemental appropriations <br /> subject to another override vote. The override vote must take place within 90 days <br /> of the appropriations being made. <br /> • General discussion of a Menu(unbundled) vote, a Pyramid or Tiered series of <br /> questions. See memo from Jay Gonzalez, dated June 20, 2003, which spells out <br /> the options available. <br /> • Majority of the BOS is required to call for an Override Election(3 of 5). <br /> • Two thirds of the BOS is required to call for a Debt Exclusion Election (4 of 5). <br /> • General discussion over the cuts. Most emphasis on Schools, Public Safety and <br /> Lexpress. <br /> • General discussion amongst the boards and committees over the amount of any <br /> potential override,bundle vs. unbundled, tiered or menu. <br /> • Next Summit Meeting will be held on Wednesday, June 25, 2003. <br />
