APPROPRIATION COMMITTEE MEETING <br /> WEDNESDAY, FEBRUARY 12, 2003-7:45 P.M. ROOM 111 <br /> Present: D Brown, S Spector, P Hamburger, R Eurich, A Levine, R Pawliczek, J Ryan <br /> Also Present: P Lapointe, S. Stolz <br /> • P Lapointe gave an overview of the status of the Senior Center Site Committee. <br /> The COA had a board meeting on February 12, 2003 to discuss amongst other <br /> things the concerns expressed over using funds appropriated at the 2000 Annual <br /> Town Meeting. The COA Board feels that it has the ability to spend the $50,000 <br /> appropriated in order to assist them in their analysis of the need. The COA will <br /> provide the community with a more focused and articulate description of any <br /> proposed project. <br /> • P McGonagle addressed the AC on the status of current applications being <br /> submitted to the SBA. Commissioner Driscoll of the Dept. of Education has <br /> imposed a moratorium on any further review or approval of pending school <br /> construction projects. The Harrington and Fiske elementary schools are not <br /> presently on an approved list. The Town permanently issued $14 million of debt <br /> on January 30, 2003 for this project. The School Dept has filed the necessary <br /> documentation, which was due on December 31, 2002 and intends to move <br /> forward and file the remainder of the documentation in June 2003 in accordance <br /> with the DOE guidelines. The AC asked how much has the Town expended to <br /> date for architectural services. <br /> • General discussion of the warrant article, which will propose that the Town <br /> purchase the First Church of Christ Scientist on Forest Street for the purpose of <br /> relocating the school administration building. <br /> • S Spector and K Dooks will review capital articles. <br /> • Write up on MMRVHS was provided by E Michelson and will be discussed at the <br /> next meeting. <br /> • D Brown discussed the meeting she, P Hamburger and J Ryan had with R White. <br /> Discussed the possible ways the Town Manager intends to deal with any loss of <br /> state aid in Fiscal 2004. <br /> • Discussion of the ongoing negotiations with WNA(Wheelabrator,North <br /> Andover).
