APPROPRIATION COMMMITTEE MEETING <br /> MONDAY,MAY 6, 2002, CLARKE MIDDLE SCHOOL, ROOM 118, 7:30 PM <br /> Present: <br /> P Hamburger,R Pawliczek, D Brown, K Dooks, S Spector, R Eurich, E Michelson, A <br /> Levine, A Nedzel, J Ryan <br /> • General discussion of the STM to be held on May 15,2002. The AC needs to file a <br /> report with the Town Meeting. <br /> • The proposed by-law change will be one of the articles on the warrant. The BOS <br /> has yet to vote on the article they will support. Minimally the word"free"must be <br /> removed from the by-law. <br /> • Question as to whether the PAYT program should be"revenue neutral" and what <br /> constitutes neutrality. Sense of the AC is that only the tags and barrel labels be <br /> considered. Do not consider the brokerage fees. <br /> • A Levine stated that he would prefer revenue neutrality without that wording <br /> being in the by-law. <br /> • MOTION: AC supports a PAYT bylaw, which is revenue neutral and uses the <br /> sale of tags and barrel labels as the basis for determining the neutrality amount. <br /> Unanimous <br /> • C Lamb spoke about his possible amendment removing the word"free"He <br /> suggested a resolution to reduce taxes. He also felt that perhaps it might not <br /> receive approval from the AG. <br /> • It was reinforced that the AC sought to have the PAYT program revenue neutral <br /> at the 2001 ATM but was not successful. <br /> Ac05.06.2002 <br />
