APPROPRAITION COMMITTEE MEETING <br /> THURSDAY, FEBRUARY 8,2001,ROOM G-15, 7:45 P.M. <br /> Present: P Hamburger, R Pawliczek, D Brown, K Dooks, E Michelson, A Levine, <br /> S Spector, A Nedzel, R Eurich, J Ryan 5 <br /> Also Present: T Griffiths, S Stoltz, G Burnell, C Hornig,N t attar j J . <br /> 4 AC and CEC opened a joint meeting. <br /> 4 T Griffiths distributed a handout dated February 8, 2001 <br /> 4 CEC voted to approve the Fiske and Harrington replacement along with Bowman and <br /> Estabrook renovation($53.5 million). Funding should be requested at a Special Town <br /> Meeting in the fall of 2001. CEC also voted that the Hastings and Bridge renovation <br /> funding ($21.5 million) be requested in the fall of 2004. All school funding should be <br /> by way of debt exclusion. <br /> 4 CEC voted to recommend that there be a debt exclusion vote in the amount of$6 <br /> million for roads. Construction to be over a four year period in addition to the C. 90 <br /> funds and the $500,000 operating override. <br /> 4 Questions: Community Preservation Act, Conservation Land Acquisition <br /> 4 Projects not ready: Senior Center, Landfill Closing, DPW Building <br /> 4 CEC feels the need to hold the line on cash capital policy. <br /> 4 General discussion of the Cary Library funding needs. <br /> 4 General discussion of how we arrive at the base in determining funding that will be <br /> available for cash capital. Difference of opinion as to whether we use last year's <br /> actual general fund revenues or this year's estimate. <br /> 4 AC "straw"votes on the following: <br /> School project of$53.5 million- 9Y-ON <br /> Roads$6 million- 9Y-ON <br /> Community Preservation Act-No Vote, wait for committee report <br /> Land purchases over $1 million require a debt exclusion vote- 9Y-ON <br /> Landfill closure- 7Y-1N(AL), 1 AB(PH) <br /> DPW building-No Vote. Need additional information. Decision must be made no <br /> later than 2004 for safety reasons. <br /> 4 General discussion on holding the line on cash capital. Needs more AC discussion <br /> 4 General discussion of the Cary Library project. Hold off voting until the bids are <br /> submitted. 8Y-1 AB(AL). <br /> 4 P Hamburger distributed AC Preliminary Report material. <br /> 4 General discussion of PAYT. <br /> Ned vote on Articles by February 22, 2001 <br /> CEC will support Article 15 when presented. <br /> ERIC MICHELSON VOTED FOR PROPOSITION 2 1/2"1"""""/""" <br /> Oral <br /> Ac.02.08.01 <br />
