APPROPRIATION COMMITTEE MEETING <br /> THURSDAY,DECEMBER 7, 2000-COMPTROLLER'S OFFICE, 7:45 P.M. <br /> Present: P Hamburger, R Pawliczek, D Brown, A Levine, S Spector, E Michelson, R <br /> Eurich, J Ryan <br /> Absent: K Dooks, A Nedzel <br /> Also Present: T Griffiths <br /> • T Griffiths stated that the CEC would request the BOS place an article on the warrant <br /> for Roads. The amount to be requested has not yet been determined. Possible $5 <br /> million over a five or ten year period. CEC assumes that the $500,000 for roads as a <br /> part of the override will continue in conjunction with the C. 90 funding. CEC plans to <br /> discuss the issue with the DPW staff. <br /> • Discussed the Health Insurance issue and costs. The AC will attempt to develop a set <br /> of objectives: 1.) Review the past two years in an attempt to determine where we are <br /> and why we are there. 2.) Attempt to project where these costs will go through 2003. <br /> Were all the funds expended for health insurance? The prepayment of 4 additional <br /> months in accordance with the revised BCBS requests will require an additional <br /> $ 600,000. 3.) General recommendations for the future. 4.) Review the consultant's <br /> data and recommendations. How do we budget by department? 5.) The Health <br /> Insurance Trust is a part of the annual Town audit. AC will review the audit when <br /> available. <br /> • Scope of the AC Charter. P Hamburger discussed the issue with M Battin. She <br /> indicated that the AC should have full access to any information that will be of <br /> assistance to them in making recommendations to Town Meeting. <br /> • Will objectives get the AC to where it wants to be? <br /> • P Hamburger's e-mail questions are being addressed by the Town Manager. <br /> • Project Plan is to sit with Town Manager or Rose Ducharme and Kevin Walsh(Group <br /> Benefits Stratergy). Why was 1998 and 1999 claims (expenditures) low in <br /> comparison to 2000? What took place and how much did it cost? <br /> • Appropriation history of appropriations does not agree with the GBS appropriated <br /> amounts. R Eurich, P Hamburger, A Nedzel will follow up with assistance from S <br /> Spector and E Michelson. <br /> • Blue Ribbon Committee. Town Manager is seeking to gain support from the major <br /> boards and committees. Prioritization of projects has not been stated. There appears to <br /> be no strategy in dealing with inflation. Can current economic growth be sustained? <br /> What is strategy when assumptions are changed? AC not prepared to vote in support <br /> of the BRC at this time. <br /> Ac12.07.00 <br />
