APPROPRIATION COMMITTEE MEETING <br /> WEDNESDAY,JANUARY 19, 2000 <br /> COMPTROLLER'S OFFICE, 7:45 P.M. <br /> Present: P Hamburger, R Pawliczek, R Eurich, A Levine, C Welch, D Brown, A Nedzel, <br /> J Ryan <br /> Absent: E Michelson, S Spector <br /> • R Eurich welcomed as a new member with a term to expire June 30, 2001 <br /> • P Hamburger asked for clarification as to where the preparation of the warrant stood. <br /> J Ryan will attempt to get a draft to the committee this week. <br /> • MOTION: Approve minutes of December 16, 1999 as amended. UNANIMOUS <br /> • Summit V will be held on Monday, January 24, 2000 at 4:30 p.m. in Estabrook Hall, <br /> Cary Hall. If an additional meeting is needed it will be held on Tuesday, January 25, <br /> 2000 at 7:30 p.m. in the BOS Meeting Room <br /> • P Hamburger discussed the meeting he and A Levine attended with R White and J <br /> Ryan to discuss revenue estimates. <br /> • Concern as to how "sacred"the road funding will be in the out years, 2002 and 2003. <br /> • P Hamburger discussed Summit IV. It appears that the operating override will be in <br /> the area of$3.2 million plus $500,000 for roads. All members of the BOS, SC, AC <br /> and CEC attending Summit IV supported an override of$ 3.7 to 3.8 million. <br /> • R Pawliczek discussed the school budget request. At Summit IV the school request <br /> was $ 4.3 million. The request appears to have been reduce by the agreed upon <br /> $160,000 plus an additional $ 280,000. <br /> • General discussion as to how the list will be created. P Hamburger stated that he <br /> believes that both the Town and School lists will be presented and then both <br /> committees will then prioritize the two lists into one. <br /> • J Ryan will attempt to get a school list to the AC on Thursday. <br /> • General discussion and then a poll taken that the AC will not take a position on the <br /> list at this time. They will discuss the list at their subsequent meetings and report to <br /> the Town Meeting. <br /> • Capital will be discussed at the next meeting with S Spector. <br /> • By-law revision has been submitted to Town Counsel. <br /> • D Brown will do more work on the town comparison data from the DOR. Discussion <br /> centered on what should the AC produce and it what context should it be presented. <br /> AC will discuss further at 02/03/00 meeting. <br /> • PILOT's will be discussed on 02/10/00 (A Levine) <br /> • Recreation Fund will be discussed on 01/27/00 (C Welch) <br /> • Water/Sewer Fund discussion. Policy in place to assist those who need it. Legislation <br /> was recently enacted which will help reduce the burden of taxes and water/sewer bills <br /> for those eligible(credit on state tax). Few current residents elect to have taxes <br /> deferred. <br /> • School maintenance budget will be discussed on 01/27/00 ( R Pawliczek) <br />
