APPROPRIATION COMMITTEE MEETING <br /> THURSDAY,DECEMBER 16, 1999 <br /> COMPTROLLER'S OFFICE, 7:30 P.M. <br /> Present: P Hamburger,R Pawliczek, A Nedzel, D Brown, E Michelson, S Spector,A <br /> Levine, J Ryan <br /> Absent: C Welch <br /> Also Present: C Hornig <br /> • General discussion of the cash Capital Policy proposal developed by staff(see <br /> 11/19/99 handout) <br /> • Allocation of 5% of non enterprise revenues for debt service and cash capital <br /> expenditures <br /> • CEC will submit a five year capital program to the Town meeting <br /> • Discussed the addition of$500,000 to the override vote for roads <br /> • P Hamburger discussed what has taken place with the Elementary School Task Force. <br /> Consensus seems to call for repairing the elementary schools over time,perhaps two <br /> at a time. <br /> • Landfill study to be done by 2002 <br /> • Street study done(reconstruction estimated to be$ 17.5 million and will require a <br /> debt exclusion),repaving costs at$ 5 million(a one time cost) with an annual need of <br /> between $600,000 and $700,000 for maintenance <br /> • DPW facility study (2003), estimated cost to be$ 12 million at the landfill or$ 2 to <br /> $3 million at 201 Bedford Street <br /> • Fire facility, $ 2 million <br /> • Senior Center Study $ 500,000; estimated construction at$ 5 million <br /> • P Hamburger discussed the gang of 8 meeting. Sense from SC members was that <br /> those not attending the gang of 8 meetings were not involved enough <br /> • Scheduled Meetings: 1/12/00 @ 4:30, 1/24/00 @ 4:30, 1/25/00 @ 7:30, 2/15/00 @ <br /> 4:30 <br /> • Discussed possible by-law amendment <br /> • Discussed school maintenance <br /> • Minutes to be approved at the next meeting <br /> • A Levine made a clear and concise explanation of the tax classification issue. Need to <br /> look at"indirect expenses"more closely. <br /> • D Brown distributed community comparisons and discussed briefly. <br /> • Discussion of PILOTS <br /> Ac 12.16.99 <br />
