APPROPRIATION COMMITTEE MEETING <br /> THURSDAY,NOVEMBER 18, 1999, COMPTROLLER'S OFFICE 7:45 P.M. <br /> Present: P Hamburger, A Nedzel, S Spector, R Pawliczek,A Levine,D Brown, <br /> C Welch,J Ryan <br /> Absent: E Michelson,D Kessler <br /> • P Hamburger stated that he had received a request from the Town Report Committee <br /> for our report. A Nedzel agreed to do the report. J Ryan will e mail A Nedzel the <br /> minutes of the 1999 Annual Town Meeting <br /> • Reminder of the BOS budget meetings being held each Monday evening <br /> • S Spector discussed the Recreation Committee meeting with the CEC. Initial proposal <br /> includes $ 100,000 for the Center Pool Complex, $ 25,000 for Old Res <br /> management(handicap accessibility) and $30,000 for playground improvements <br /> • Discussion of a"Space and Building" Committee. Seek to make better use of existing <br /> buildings. Are there any parcels of land in town available for either purchase or land <br /> swap? Discussion of combining DPW, Police and Fire. Possible use of landfill for <br /> recreational playing fields. <br /> • Discussion of the CEC meeting with C Rawson and S Ellis re: the wide area network <br /> (RCN) and the need to move forward due to the total inadequacy of the existing `I <br /> Loop" <br /> • CEC will continue to review the cash capital policy. <br /> • R Pawliczek discussed the method used in Wayland for capital projects. They are all <br /> subject to a debt exclusion <br /> • Discussion of the two different roles of the AC and CEC <br /> • A Levine would like more time to analyze the cash capital program <br /> • Invite C Hornig to next meeting <br /> • Change the next meeting from Dec 2nd to Dec 1st <br /> • D Kessler served his resignation. Any suggestions for his replacement should be <br /> forwarded to M Battin <br /> • Forecast policy needed. BOS agree but really do not have a policy <br /> • In estimating wage increases past history should be used in making the estimates <br /> • Discussion on the replenishment of free cash <br /> • P Hamburger intends to discuss the following at the November 30th meeting: renewal <br /> and replacement, routine maintenance, enhancements and betterment's <br />
