APPROPRIATION COMMITTEE MEETING <br /> THURSDAY, SEPTEMBER 30, 1999, 7:45 P.M. COMPTROLLER'S OFFICE <br /> Present: P Hamburger, R Pawliczek, D Brown, C Welch, A Nedzel, S Spector, J Ryan <br /> Absent: A Levine, E Michelson, D Kessler <br /> • P Hamburger discussed "gang of 8"meeting <br /> • Capital Expenditures Committee joined the AC. Present were N Bhatia, K Dooks, C <br /> Hornig, S Stoltz, T Griffiths. Discussed the process needed for the two committees to <br /> work more efficiently together. Need to improve communication between the <br /> committees especially close to and during Town Meeting. Agreed that a greater use of <br /> e-mail will be implemented. There need to be a concentrated effort to eliminate or <br /> minimize surprises. <br /> • AC minutes need to be expanded when dealing with capital issues. <br /> • BOS/SC goal is to have the Town manager submit his budget,which will be all <br /> inclusive,by February 28, 2000. AC/CEC will meet fifteen (15) days prior to that <br /> date, February 10, 2000 and have another joint meeting just prior to going"to press" <br /> on March 9, 2000. <br /> • CEC will attempt to produce a realistic capital budget, not a wish list. <br /> • Maintenance needs must be addressed in both the Town and School operating <br /> budgets. <br /> • C Hornig will circulate a draft of the proposed change <br /> • General discussion of combining committees. One large committee will be difficult. <br /> There would be a need to have a sub committee specifically for capital. There were <br /> arguments for and against the concept. Town Meeting hears two recommendations <br /> from two committees with very distinct purposes. <br /> • Straw vote taken with a majority opposed to combining the two committees <br /> • School budget will be presented in early January 2000. <br /> • General discussion as to whether the AC should get involved in the compensation <br /> issue. <br /> • P Hamburger discussed the proposal that there be a $ 1 million cut on both the Town <br /> and School budget requests. <br /> • General discussion of"free cash". Research on policies of comparable communities <br /> will be conducted. <br /> • A few members of the AC will meet with Superintendent P Ruane. <br /> • Ac9.30.99 <br />
