APPROPRIATION COMMITTEE MEETING <br /> WEDNESDAY, FEBRUARY 11, 1998 <br /> THE BIRD ROOM, CARY HALL, 7:30 PM <br /> Present: P Lapointe, C Abbott,P Hamburger, R Colwell,R Borghesani, I Mroczkowski, <br /> R Pawliczek, A Levine, S Coit, J Ryan <br /> • CEC will join AC @ 8:45 to discuss Art 42. <br /> • R Borghesani and P hamburger discussed the School Committee's public hearing on <br /> the school budget and the MMRVHS <br /> • P Lapointe distributed a supplemental report of the AC dated April 2, 1995 re: free <br /> cash. <br /> • J Ryan distributed letter from Wm. Mercer re: COLA costs <br /> • Distributed memo from S Guryan dated February 5, 1998 re: Financial Status Report <br /> • R Borghesani discussed the possibility of the school project being reduced in scope <br /> by 2-3% as was discussed by the SC <br /> • P Hamburger stressed that the project needs to include all nine schools and be <br /> reimbursable. <br /> • Elementary renovations appear to be curriculum driven while secondary school needs <br /> are enrollment driven <br /> • General discussion of the existing LEA contract and the financial impact it will have <br /> on fy 98 and future years <br /> • J Young presented his fy 99 budget as being driven by(1) enrollment, (2) curriculum <br /> and(3)wages <br /> • General discussion of the SpEd budget <br /> • General discussion of the possible combining of school and town building <br /> maintenance. Privatize? <br /> • S Coit and P Hamburger discussed their efforts re: Art 42. Need to define exactly <br /> what the CEC's role in the process is. Is the process better served with one omnibus <br /> capital article? What goes in the bucket?Do we exclude some of the town's assets? <br /> Amounts allocated for capital should have a specific dollar amount or percentage pre- <br /> determined. Should this article include all building maintenance? Some questions <br /> which need to be clarified with CEC. <br /> • General discussion of the Special Town Meeting and the portable classroom and fire <br /> requests. <br /> • CEC Joined the AC @ 9:00 pm <br /> • AC and CEC awaiting a"white paper"room the Town Manager. Discussed the need <br /> to fund the average aggregate need. Will one omnibus capital article be better? <br /> • CEC will perhaps not support any request that is not in a reimbursable project. CEC <br /> feels that no additional funds should be put into the"white house" <br /> • School Capital Ad-Hoc Committee looking at ways to cut from 2-5% from line items. <br /> Attempt to avoid new construction. <br /> • General discussion of flat payments (i.e.: mortgage payments). Overall interest costs <br /> are higher and the difference is not reimbursable. <br /> Ac2.11.98 <br />
