APPROPRIATION COMMITTEE MEETING THURSDAY, JUNE 15, 1995 COMPTROLLER'S OFFICE 7:30 PM Present: P Lapointe, C Coughlin, M Mairson, J Pagett, L Peck, M Miley, R Leone, R Borghesani, J Ryan Absent: R Neumeier * Minutes approved subject to review by AC * Appointments: R Neumeier will not be re-appointed, R Borghesani will accept a re- appointment and C Coughlin stated that she will not accept a re-appointment as she is contemplating seeking a seat on the Board of Selectmen in March, 1996. * Possible appointments are C Abbott and S Doran * Reserve Fund Transfer Requests: General discussion of the following requests. AC expressed concern over the budgeting procedures. The requests appear to be re-occurring year after year and could perhaps be budgeted rather than seeking a reserve fund transfer. AC members expressed concern over the lack of supporting documentation for the requests, however felt that the school request was supported by documentation. After a lengthy debate the following actions were taken: Fire Personal Services $ 80,000. MOTION to approve, UNANIMOUS Fire Expenses $ 36,000. MOTION to request more information from the Town Manager and Fire Chief regarding the request. PASSED 7 Yes, 1 No (PL) Police Personal Services (Dispatch) $ 25,000.MOTION to approve UNANIMOUS School Expenses $ 100,000.MOTION to approve, UNANIMOUS * AC will request that the Town Manager appear before the AC early during fiscal 1996 to discuss the reserve fund transfers as well as other budget related issues. * General discussion followed on the charge of the Steering Committee ( see CHARGE dated May, 1995). Concern expressed over the role the AC should play and what the AC should supply the Steering Committee. General discussion of the "core values" and the goals expected to be accomplished by the Steering Committee. P Lapointe will continue to attend the meetings until a successor is found. * P Lapointe expressed his thanks and gratitude to the AC members for their time and effort during the past year and particularly C Coughlin for her efforts. * Next meetings scheduled for Wednesday, June 21st and Wednesday, July 5th at 7:30 pm. * MOTION to adjourn acjunel5
