Appropriation Committee Minutes <br /> November 9, 1994 <br /> Attending: Paul Lapointe, Chris Coughlin, Marilyn Mairson, Jane Pagett, Bob Leone, <br /> Mary Miley, Richard Neumeier, Roger Borghesani <br /> Minutes of October 13, 1994 were accepted. <br /> Next meetings: <br /> Monday, November 14 at 8 pm -joint meeting of Selectmen, School Committee and <br /> Finance Committees. Rick White will present financial projections to meet the spirit of <br /> Article 31. <br /> Wednesday, November 30 will be a joint meeting with Capital Expenditures. Paul will <br /> invite representatives from the School's Technology Task Force. Several items were <br /> raised that need to be addressed including the relationship of capital spending to <br /> maintenance costs; the need for recognition of the financing costs of capital projects; the <br /> need for taking a long-term view; and the relationship of capital spending to the operating <br /> budget. We also need to discuss the role of the 2 committees to better coordinate our <br /> efforts. <br /> Roger Borghesani will be the liaison from the Appropriation Committee to the School <br /> Department's Enrollment Task Force. <br /> "Principled Negotiations" - Jane and Paul attended a workshop which served as the kick- <br /> off for LEA negotiations. Both felt it was very helpful. At the workshop Paul made a <br /> request that there be an attempt to conclude negotiations before the end of Town Meeting. <br /> ATFC - Paul distributed a Fiscal Facts Booklet and commented that it included some <br /> useful information. Jane, Paul and Marilyn attended the ATFC annual conference in <br /> October. They reported on the workshops they attended. <br /> Lois Coit has extended an invitation for all members of the Committee to visit the schools. <br /> The week of November 14 is National Education Week and there are Open Houses at <br /> each school. Otherwise call Jeff Young to schedule a visit. <br /> Article 19 (Misc. School Capital) from last Town Meeting. John Ryan will review the <br /> details and implications of the vote taken last spring on this article. <br />
