APPROPRIATION COMMITTEE
NOVEMBER 22, 1993
COMPTROLLER'S OFFICE 7:30 PM
Present: G. Burnell, R. Borgesani, C. Abbott, R. Sousa, S. Nablo, P. Lapointe,
C. Coughlin, J. Pagett, M. O'Sullivan, J. Ryan
* Minutes accepted with spelling corrections.
* Reviewed Town Report as prepared by G. Burnell. Some editing was suggested.
* R. Borghesani discussed his meting with Jeff Young re: Hastings. School is looking
at the options of modular and brick and mortar. Modular classrooms are estimated
to cost approximately $ 86/sq. ft. vs $ 100/sq. ft. for brick and mortar.
Sixteen additional classrooms will cost approximately $ 1,000,000.State will possibly
contribute 60% of the cost of remodeling and re-opening the Hastings School.
Re-opening is necessary due to increased enrollment. Will be paid for over five
years.
* Staggered opening of additional spaces can be explored.
* Recent building audit indicates that the cost of re-opening the Hastings
School will be in the area of $ 1,000,000plus an additional $ 4,500,000 over
the next five years per the building audit.
* R. Borghesani feels that financially it is not appropriate to re-open Hastings, better
to add on to existing schools. Educational issues will however be brought up
in an attempt to more clearly state the reasons for re-opening.
* G. Burnell distributed a memo regarding space at the High School.
* C. Abbott discussed METCO issues. There are 19 first graders expected next year. C.
Abbott has met with Cheryl Prescott-Walden to discuss METCO issues.
* P. Lapointe will meet with Town Manager re: health insurance issues and with
R. Spiers re: DPW.
* J. Pagett discussed Police and Fire issues. Middlesex county will not be ready
for E-911 until sometime in 1995, however joint dispatch will be ready prior
to that date.
* S. Nablo discussed privatization and regionalization. S. Nablo stated that the
session he attended at the ATFC conference was very informative. S. Nablo will
see Town Manager in order tom see if the AC can play a larger role in the
regionalization area and be more supportive of the concept.
* Motion to adjourn.
* Next meting scheduled for December 13, 1993.
* There will be a School Committee meeting on December 14 1993 re FY 95 budget.
ac22nov
