APPROPRIATION COMMITTEE MEETING <br /> JANUARY 25, 1993 <br /> Members Present: <br /> G. Burnell, S. Nablo, P. Lapointe, M. O'Sullivan, M. Mairson, J. Pagett, <br /> C. Coughlin, C. Abbott, R. Borghesani, R. Souza, J. Ryan <br /> Meeting called to order at 7:30 P.M. <br /> Motion to accept minutes of November 23, 1992 and January 4, 1993 approved with <br /> the word "town" being inserted into the first sentence of the third last <br /> paragraph( on any other town committee). <br /> M.O'Sullivan discussed the "education reform" bill currently before the <br /> legislature.Poorer communities will receive more. Not much change expected due <br /> to pressure of the unions. "Earmarking" will continue to erode local aid. <br /> G. Burnell discussed the proposed financial articles to appear on the 1993 <br /> warrant. <br /> J. Pagett discussed the school budgetary process. Meeting with Rep. Doran and <br /> Sen. Havern was somewhat depressing.Appears that the debate will center more <br /> around funding than actual education reform. Senate will probably attach a school <br /> choice amendment which will not pass due to lack of funding. Tenure proposal will <br /> make it more difficult to dismiss teacher with proposed legislation according to <br /> Sen. Havern. School Committee will present budget to the public on Feb. 9th. No <br /> real sense as to where the committee is headed but will probably be presented as <br /> is. <br /> S. Nablo reported on the Town budget. Concern over lack of capital expenditure <br /> for infrastructure. D.P.W. barn is need of major work. D.P.W. and Fire hit <br /> exceptionally hard. Ambulance privatization will cause a great deal of debate. <br /> General discussion of consolidation of building maintenance, street repairs <br /> (currently 9 miles behind master plan) , overall management of the D.P.W. too top <br /> heavy. <br /> General discussion that Replace will be seeking additional funding(5 to 10K) <br /> P. Lapointe wishes to spend more time understanding the " in lieu of tax" payment <br /> in the Water Fund along with the indirect charges. General discussion of <br /> depreciation allowance to be set up for the Recreation Fund. <br /> Capital Expenditure Committee has not yet made any recommendations. <br /> Next Meeting February 22, 1993 <br /> Motion to adjourn <br /> ac12593 <br />
