APPROPRIATION COMMITTEE MEETING <br /> NOVEMBER 23, 1992 <br /> Members Present: <br /> G. Burnell, M. Mairson, J. Pagett, M. O'Sullivan, R. Borghasani, C. Abbott, <br /> C. Coughlin, J. Ryan <br /> Members Absent: R. Souza, S. Nablo, J. Curry <br /> Meeting called to order at 7:30PM <br /> Motion to approve minutes of October 26, 1992 meeting approved unanimously <br /> Paul LaPointe made a brief presentation of the report and findings of the <br /> Citizens' Budget and Strategic Planning Advisory Committees' Subcommittee <br /> concerning health insurance issues. There was a general discussion of the report <br /> and the magnitude of the problem facing the community. Paul stated that the Town <br /> Manager was in the process of putting together a committee to make some <br /> recommendations which will hopefully go into effect in Fy 96. <br /> Committee and Paul Lapointe felt that the discussion should commence immediately <br /> and that we can't afford to wait until the end of FY95. Some sense of frustration <br /> -� expressed over the fact that the report was made to the School Committee in March <br /> of 1992 and subsequent to that date the Committee extended the contract with the <br /> LEA by one more year thereby delaying any possible change to the existing policy. <br /> AC will continue to discuss the issue and attempt to be an active participant in <br /> the ultimate resolution of the issue. <br /> Comptroller' Report: Gants report bill not yet received. Possible funding issue <br /> with the Police Department due to repair of vehicles due to accidents and the <br /> recovery of insurance proceeds in excess of $10,000 <br /> TMMA meeting held on Saturday, November 21, 1992 was thought to be successful <br /> overall although there was a sense that there should have ben more time allotted <br /> for questions. <br /> Education: general discussion of the presentation made by Superintendent Young <br /> on Saturday, specifically increasing enrollments, the opening of the Hastings <br /> School, METCO and the School Department budget schedule for the FY 94 budget. <br /> J. Pagett asked that all AC members attend as many of the School Department <br /> budget sessions as possible. <br /> Combined Dispatching: C Coughlin is meeting with Chief Bergeron on Wednesday, <br /> November 25th to discuss progress being made. Discussed reorganization of Fire <br /> service on the south shore and regional dispatching in the Natick area. <br /> G. Burnell provided the AC with a draft of the report to appear in the Town <br /> Report. After some discussion G. Burnell was instructed to make some revisions. <br />
